AUSGANGSSITUATION, PROBLEMATIK BZW. MOTIVATION:

In den letzten Jahren hat die Stadt Linz ihre Ambitionen für die Siedlungsentwicklung v.a. in Bezug auf Nachhaltigkeit und Klimawandelanpassung stetig erhöht. Mit dem angestrebten ffg-Projekt „Sommerfeld Ebelsberg – NEB-Quartiersentwicklung nachhaltig, ästhetisch, partizipativ“ (FIT4NEB_Linz) möchte die Stadt diese gesamtstädtischen Ziele anhand des konkreten Quartiers weiterentwickeln und um Aspekte der Nachhaltigkeit, Ästhetik und Partizipation bereichern, um beispielgebende, gesamthaft wirksame Maßnahmenbündel auf Basis eines NEB-Konzepts zu definieren. Gemeinsam mit der Stadt streben die Eigentümer und Entwickler eine nachhaltige, funktional und sozial durchmischte, lebendige Entwicklung dieses großen Stadtteiles an, durch Sanierung von Bestandsgebäuden und Neubau mit Wohnraum für insgesamt 5.000-6.000 Personen, sowie für Büros, Gewerbe und Geschäfte mit 2- bis 3.000 Beschäftigten.

ZIELE UND INNOVATIONSGEHALT:

Das Quartier Sommerfeld Ebelsberg in Linz ist von Größe, Lage und Struktur sowie der Entwicklungsgeschichte prototypisch für die Vertiefung und Weiterentwicklung der vorliegenden Planungen als NEB-Quartier geeignet. Mit diesem Vorbereitungsprojekt soll es gelingen, die Grundprinzipien des New European Bauhaus für das Quartier Sommerfeld Ebelsberg regional angepasst zu übersetzen und zu operationalisieren.
Innovative Ansätze und Projektideen, die im Detail mit den Prozessbeteiligten sondiert und vertieft ausgearbeitet werden sollen, sind u.a.:

1) Qualitätssicherungsverfahren und strategisch ausgerichtete Governance zur Umsetzung der gemeinsamen Vision und städtebaulich-baukulturellen Strategie gemäß NEB-Qualitätskriterien
2) Durchgängiges Mixed Use Konzept mit funktionaler und sozialer Durchmischung sowie Sozialem Wohnbau mit NEB-Gestaltungsqualität
3) Umsetzen des innovativen Mobilitätskonzepts (Stadt der kurzen Wege – geringer MIV-Anteil) mittels detailliertem Mobilitätsdienstleitungsplan und Mobilitätsvertrag
4) Entwicklung eines klimaneutralen Quartiers Sommerfeld Ebelsberg mit nachhaltiger Energie-Konzeption in Bau und Betrieb, NEB-Gestal¬tungsqualität (mit Einsatz von nachwachsenden Rohstoffen durch Holzbau).
5) Etablierung einer Quartiers- und Nachbarschaftskultur mit Errichtung qualitätsvoller öffentlicher Freiräume mittels durchgängigem Gestaltungskonzept (Aufenthaltsqualitäten, Klimawandelanpassung, Zusammenspiel mit Veranstaltungsräumen als Treffpunkte, Förderung der Quartiers-Gemeinschaft, gezielt integrative/inklusive Kulturprojekte)

ANGESTREBTE ERGEBNISSE BZW. ERKENNTNISSE

Aufbauend auf den bisher durchgeführten Planungs- und Beteiligungsverfahren sollen
a) die gestalterischen, sozialen und ökologischen Entwicklungsprinzipien für das Quartier präzise gefasst werden und ein NEB-Qualitätssicherungsprozess aufgesetzt werden sowie
b) konkrete Umsetzungsprojekte konzipiert werden, die für eine Teilnahme an Ausschreibungen in Horizon Europe geeignet sind.

Abstract

INITIAL SITUATION, PROBLEMS AND MOTIVATION

In recent years, the city of Linz has steadily increased its ambitions with regard to sustainability and cli-mate change adaptation in urban development. With the ffg-sponsored project "Sommerfeld Ebelsberg - NEB neighbourhood development sustainable, aesthetic, participatory" (FIT4NEB_Linz), the city aims to further specify and apply these city-wide goals in the case of this urban development and redevelopment neighbourhood. Objectives of sustainability, aesthetics and citizens´ participation shall be applied with exemplary, holistic bundles of measures and implementation projects, based on a NEB concept. Together with the city, the owners and developers of this major urban project are striving for a sustainable, func¬tionally and socially mixed, lively neighbourhood development through re-use of existing buildings and construction of new space for a total of 5,000-6,000 residents and for offices, businesses and shops with together 2 to 3,000 employees.

OBJECTIVES AND INNOVATIVE CONTENT

The Sommerfeld Ebelsberg neighbourhood in Linz is prototypically suited in terms of size, location, struc¬ture and development history for the deepening and further evolution of the current plans towards a NEB-qualified neighbourhood. The aim of this preparatory project is to translate and operationalise the principles of the New European Bauhaus for the Sommerfeld Ebelsberg district in a locally adapted way.
Innovative approaches and project ideas, which are to be explored in detail with the city and the stake-holders in greater depth, include:
1) Strategically orientated governance to implement the shared NEB-vision for urban development and building culture in accordance with NEB quality criteria
2) Consistent mixed-use concept regarding functional and social mix, including social housing cost criteria and NEB design quality
3) Implementation of the proposed innovative mobility concept (city of short distances - low proportion of motorised private transport) by means of a detailed mobility services plan and mobility contracts
4) Contribution to the development of Sommerfeld Ebelsberg as climate-neutral neighbourhood through a sustainable energy concept in construction and operation which is also applying NEB design quality (e.g. with use of renewable raw materials such as timber construction)
5) Establish integrative neighbourhood culture with the creation of high-quality public open spaces following a consistent design concept (quality of stay, climate change adaptation) and with the support of social integration through active promotion of community projects and targeted integrative/inclusive cultural projects.

INTENDED RESULTS AND FINDINGS

Building on the planning and participation processes carried out to date, the aim is to
a) specify and define precisely the design, social and ecological development principles for the neighbourhood according to NEB criteria and establish a NEB-quality assurance process
b) design concrete implementation projects with stakeholders and partners suitable for the participation in Horizon Europe tenders.
