Erarbeitung einer Klimastrategie 2040 von und mit der Marktgemeinde Altmünster am Traunsee

Sowohl auf Europa- (Stichwort: „Fit for 55“) als auch auf National- (Klimaneutral 2040, 100 % Erneuerbare 2030, etc.) und Landesebene gibt es inzwischen zahlreiche Zielvorgaben für Klimaschutz, Klimawandelanpassung, Klimaneutralität, CO2-Neutralität oder Energieeffizienz. All diese Vorgaben werden zweifelsohne auch mittel- und unmittelbare Auswirkungen auf die kommunale Ebenen haben.
Praktisch alle Städte und Gemeinden stehen vor dieser großen Aufgabe – gleichzeitig fehlen ihnen häufig Überblick und erforderlichen Ressourcen. Folglich werden sie damit auch die mit der Transformation verbundenen Chancen – Stichwort Lebensqualität vor Ort – für sich kaum nutzen können.

Die Marktgemeinde Altmünster ist eine der ersten Klimabündnisgemeinden Oberösterreichs, langjähriges Mitglied in der Klima- und Energiemodellregion Traunsteinregion (KEM) und setzt regelmäßig Maßnahmen und Projekte im Bereich Klimaschutz um (E-Carsharing, Neubau Radwege, etc.).

Zusammen mit dem Klimabündnis Oberösterreich möchte die Marktgemeinde Altmünster nun als eine der ersten Gemeinden Oberösterreichs eine kommunale Klimastrategie mit klaren Handlungsoptionen entwickeln:

• Der Prozess zielt zunächst darauf ab, die kommunalen Akteur:innen in Politik und Verwaltung für die Querschnittsthemen Klimaschutz und Klimawandelanpassung gut abzustimmen und ein akkordiertes, nachvollziehbares und umsetzungsorientiertes Vorgehen zu ermöglichen. Erfahrungswerte zeigen, dass häufig der Überblick fehlt und sprichwörtlich „eine Hand nicht weiß, was die andere macht“.
• Die Klimastrategie soll im Ergebnis als operative Fahr- und Umsetzungsplan verstanden werden, welcher möglichst konkrete Maßnahmen und Projekte bis 2040 festschreibt. Dieser Plan soll einem Gemeinderatsbeschluss zugeführt und in der mittelfristigen Finanzplanung entsprechend berücksichtigt werden.

Die Gemeinde ist aktiv im Prozess beteiligt, das Klimabündnis wird die Erarbeitung inhaltlich und methodisch anhand von Workshops in den Themenbereichen Mobilität, Energie und Gebäude, Boden und Klimawandelanpassung sowie Beschaffung und Konsum begleiten und die erarbeiteten Ergebnisse gemeinsam mit der Gemeinde so aufbereiten, dass final eine Klimastrategie in den Gremien (Ausschuss, Gemeindevorstand und Gemeinderat) verabschiedet werden kann. Neben der Verwaltung in der Gemeinde sind auch Klimaideen aus der Bevölkerung gefragt und die Organisation eines Klimarats nach dem Vorarlberger Modell als Beteiligungsformat vorgesehen.

Im Ergebnis erwarten wir uns ein auf die Gemeinde Altmünster zugeschnittenes Dokument, das als breit abgestimmter Handlungsleitfaden und Wegweiser für Politik und Verwaltung in Richtung Klimaneutralität dient.

Abstract

At European level (keyword: "Fit for 55") as well as at national level (climate neutral 2040, 100 % renewables 2030, etc.) and state level, there are now numerous targets for climate protection, climate change adaptation, climate neutrality, CO2 neutrality or energy efficiency. All these targets will definitely also have a medium and direct impact on the local level.

More or less all municipalities and communities face this major task - at the same time they often lack an overview and the necessary resources. Consequently, they will hardly be able to take advantage of the opportunities associated with the transformation - keyword: local quality of life.

The municipality of Altmünster is one of the first Climate Alliance municipalities in Upper Austria, a long-standing member of the Traunstein Climate and Energy Model Region (KEM) and regularly implements measures and projects in the field of climate protection (car-sharing, new bike paths, etc.).

Together with Climate Alliance Upper Austria, the Municipality of Altmünster now wants to be one of the first municipalities in Upper Austria to develop a municipal climate strategy with clear options and measures for action:

- The process aims first of all to coordinate the municipal actors in politics and administration for the cross-cutting issues of climate protection and climate change adaptation and to enable a concerted, comprehensible and implementation-oriented approach. Experience shows that there is often a lack of overview and that "one hand does not know what the other is doing".
- The climate strategy should be understood as an operational roadmap and implementation plan, which specifies concrete measures and projects until 2040. This plan is to be submitted to a municipal council resolution and taken into account accordingly in the medium-term financial planning.

The municipality is actively involved in the process; Climate Alliance will accompany the development in terms of content and methodology by holding workshops on the topics of mobility, energy and buildings, soil and climate change adaptation as well as procurement and consumption, and will prepare the results together with the municipality in such a way that a climate strategy can finally be adopted in the bodies (thematical comittee and municipal council). In addition to the administration, climate ideas from the citizens are also required and the implementation of a climate council based on the "Vorarlberg model" is planned as a participation format.

As a result, we expect a document tailored to the municipality of Altmünster that will serve as a broadly coordinated guideline and signpost for politics and administration in the direction of climate neutrality.
