Innovative Wege einer nachhaltigen, leistbaren, inklusiven und hochwertigen Pflege für eine alternde Gesellschaft

Projektbeschreibung

Angesichts einer alternden Gesellschaft wird eine massive Zunahme von Pflege- und Unterstützungsbedarf prognostiziert. Das aktuelle Pflegesystem bringt eine hohe Kosten- und Arbeitsbelastung mit sich, erfordert einen hohen Ressourceneinsatz und ist zudem auf die Arbeitsleistung pflegender Angehöriger angewiesen. Letzteres führt auch dazu, dass Spitalsaufenthalte notwendig werden, da Angehörige und gepflegte Personen in der Pflegesituation zuhause überfordert sind. Die Arbeitsbelastung und der tendentiell steigende Mitarbeiter:innenbedarf führen zudem dazu, dass viele Menschen den Pflegeberuf aufgeben oder meiden.
Auf diese absehbaren Entwicklungen soll mit der Entwicklung eines innovativen Pflegesystems geantwortet werden mit dem Ziel, die Pflege zuhause leistbar, niederschwellig zugänglich bzw. inklusiv und dennoch qualitativ hochwertig und ökonomisch, ökologisch und sozial nachhaltig zu machen. Dazu werden Entwicklungen im Bereich der Organisation mobiler Pflege durch multiprofessionelle Teams und die Möglichkeiten der Digitalisierung, technischer Pflegeassistenzsysteme sowie von Telecare-Ansätzen aufgegriffen und kombiniert.

Dazu werden die Positionen und Perspektiven aller Stageholder:innen mittels diskursanalytischer Ansätze analysiert. In Workshops mit allen Stakeholder:innen und darauf aufbauend in einem iterativen, co-kreativen Prozesses sollen nachhaltige innovative und visionäre Konzepte einer zukünftigen Pflege gemeinsam mit allen Stakeholder:innen in einem unabhängigen und neutralen Setting erarbeitet werden. Der Fokus des Projekts liegt auf der Kombination mobiler und hybrider Pflegeformen unter Einbindung professioneller und freiwilliger (Laien-)Pfleger:innen. Damit sollen insbesondere die Personalressourcen dort eingesetzt werden, wo sie am effektivsten sind und am meisten zum Wohlbefinden und zur Lebensqualität der gepflegten Personen beitragen: in der persönlichen Beziehung zwischen Patient:innen, Angehörigen und dem Pflegepersonal. Das Projekt will auf diesem Weg Entwicklungspfade und Rahmenbedingungen einer künftigen Pflege entwerfen und Wege der Umsetzung aufzeigen. Die Ergebnisse stellen die Basis für ein kooperatives F&E Projekt dar.

Abstract

The demographic fact that we are living in an aging society implies that a massive increase in the need for care and support is predicted. The current care system entails high costs and workloads, is highly ressource-intensive and also relies on the labor of caregiving relatives. The latter also leads to hospital stays becoming necessary as relatives and cared-for persons are overwhelmed in the care situation at home. In addition, the workload and the trend toward an increasing need for staff are causing many people to give up or avoid the nursing profession.

The aim is to respond to these foreseeable developments by developing an innovative care system with the goal of making care at home affordable, accessible and inclusive, yet of high quality and economically, ecologically and socially sustainable. To this end, developments in the organization of mobile care by multiprofessional teams and the possibilities of digitalization, technical care assistance systems and telecare approaches will be taken up and combined.

To this end, the positions and perspectives of all stakeholders will be analyzed using discourse-analytical approaches. In workshops with all stakeholders and based on the results in an iterative, co-creative process, sustainable, innovative and visionary concepts of future care will be developed together with all stakeholders in an independent and neutral setting. The focus of the project is on the combination of mobile and hybrid forms of care with the involvement of professional and voluntary (lay) caregivers. The aim is to use human resources where they are most effective and contribute most to the well-being and quality of life of the people being cared for: in the personal relationship between patients, relatives and caregivers. In this way, the project aims to design development paths and framework conditions for future care and to show ways of implementation. The project-results will be used for a cooperative R&D project.
