Ausgangssituation, Problematik, Motivation

Carsharing ist ein zentraler Baustein der Verkehrswende. Kommerzielle Angebote decken jedoch nur einen Teil des Potenzials ab. Nachbarschaftliches Carsharing (NCS) muss zwar kostendeckend funktionieren, steht aber stärker im Zeichen zwischenmenschlicher Faktoren wie Anerkennung, Gruppenbildung, Vertrauen und Konfliktlösung. Während sich frühere Projekte vor allem mit rechtlichen, technischen und organisatorischen Hürden befasst haben, blieben die sozialen Aspekte von NCS bislang unterbeleuchtet.

Ziele und Innovationsgehalt

1. Aktivierung neuer Zielgruppen: Durch innovative Kommunikationsformate und gezielte Vertrauensbildung soll nachbarschaftliches Carsharing (NCS) aus der bildungsnahen Nische geholt und für einkommensschwächere sowie strukturell benachteiligte Bevölkerungsgruppen zugänglich gemacht werden.

2. Skalierbare Geschäftsmodelle (CARMA-Modelle): Anstatt Einzellösungen mühsam neu zu erfinden, werden standardisierte, modular aufgebaute Werkzeugkästen und Prozesse entwickelt, die eine einfache, zeitsparende und kostengünstige Organisation von NCS-Gruppen in ganz Österreich ermöglichen.

3. Bundesweite Institutionalisierung: Durch die strategische Einbindung von Gemeinden, Ländern und Verkehrsverbünden sowie die Gründung eines CARMA-Beirats wird privates Carsharing systematisch in die öffentliche Verkehrsplanung und regionale Mobilitätskonzepte integriert.

4. CARMAhub: Digitale Plattform für Wissen und Vernetzung – der zentrale, österreichweiter Wissens-Hub kartiert bestehende NCS Gruppen und bündelt Best Practices, rechtliche Vorlagen und interaktive Foren, um den Erfahrungsaustausch zu institutionalisieren und Neugründungen durch Schritt-für-Schritt-Anleitungen massiv zu erleichtern.

Angestrebte Ergebnisse

In Reallaboren mit mindestens 12 Demonstrationsgruppen und rund 100 potenziellen Nutzer:innen in drei Raumtypen (Wien, Unteres Rheintal, Waldviertel) wird das Modell geprüft und weiterentwickelt.

Am Projektende liegt ein sich an Raumtypologien orientierendes Geschäftsmodell für NCS vor, ergänzt durch getestete Tools mit Fokus auf soziale Interaktionen und durch etablierte institutionelle Strukturen.

Die Projektpartner:innen werden das Unterstützungsangebot in ihrem Wirkungsbereich skalieren und dauerhaft anbieten.

Die Verbreitung der Erkenntnisse soll eine Nachahmung in ganz Österreich und darüber hinaus ermöglichen.

Abstract

Initial situation, problems, motivation


Car sharing is a key component of the transport revolution. However, commercial offerings only cover part of the potential. Neighborhood car sharing (NCS) must be cost-effective, but it is more strongly influenced by interpersonal factors such as recognition, group formation, trust, and conflict resolution. While earlier projects have mainly dealt with legal, technical, and organizational hurdles, the social aspects of NCS have so far been neglected.

Goals and innovative content

1. Activating new target groups: Through innovative communication formats and targeted trust-building, neighborhood car sharing (NCS) should be brought out of its education-oriented niche and made accessible to lower-income and structurally disadvantaged population groups.



2. Scalable business models (CARMA models): Instead of laboriously reinventing individual solutions, standardized, modular toolkits and processes are being developed that enable the simple, time-saving, and cost-effective organization of NCS groups throughout Austria.

3. Nationwide institutionalization: Through the strategic involvement of municipalities, states, and transport associations, as well as the establishment of a CARMA advisory board, private car sharing is systematically integrated into public transport planning and regional mobility concepts.

4. CARMAhub: Digital platform for knowledge and networking – the central, Austria-wide knowledge hub maps existing NCS groups and bundles best practices, legal templates, and interactive forums to institutionalize the exchange of experience and make it much easier to set up new groups with step-by-step instructions.

Targeted results and Impact

The model will be tested and further developed in real-world laboratories with at least 12 demonstration groups and around 100 potential users in three types of areas (Vienna, Lower Rhine Valley, Waldviertel).

At the end of the project, a spatial typological business model for NCS will be available, supplemented by tested tools with a focus on social interactions and established institutional structures.

The project partners will scale up the support services in their areas of influence and offer them on a permanent basis.



The dissemination of the findings should enable replication throughout Austria and beyond.
