Projektbeschreibung
Das Projekt zielt auf die Erforschung und Entwicklung eines Prototyps für ein innovatives Organisationsmodell zur Dekarbonisierung der Wärmeversorgung in städtischen Quartieren auf der Grundlage von Wärmegenossenschaften (HeatCOOP). Das Projekt befasst sich mit den organisatorischen, finanziellen und rechtlichen Hindernissen von Gebäudeeigentümern, die dekarbonisieren wollen, und es wird ein Organisationsprototyp entwickelt. Der Prototyp basiert auf dem Genossenschaftsmodell, das sich seit mehr als 150 Jahren in Europa bewährt hat. In diesem Fall besteht der innovative Aspekt darin, Gebäudeeigentümer und Bewohner eines Stadtviertels zusammenzubringen, um eine Energiegenossenschaft ("Wärmewendegemeinschaft") zu bilden. Der große Unterschied zu bestehenden Stromgemeinschaften besteht in den hohen Anfangsinvestitionskosten und dem Miteigentum an der Wärme
Infrastruktur. Hierfür werden Organisations- und Rechtsmodelle sowie Geschäfts- und Finanzmodelle
entwickelt.
Diese entwickelten Konzepte werden in drei Living Labs in allen teilnehmenden Ländern Österreich, Tschechien und Slowenien getestet. Gemeinsam mit den Bürgerinnen und Bürgern in diesen Living Labs und auf Basis von Vorlagen entwickeln wir individuelle Genossenschaften für die Wärmeinfrastruktur. Wir nutzen die Erkenntnisse und Erfahrungen, um den Prototyp zu überarbeiten und zu optimieren und dieses Konzept auf nationaler und europäischer Ebene zu verbreiten.
Abstract
The project aims to research and develop a prototype of an innovative organisation model for
decarbonisation of heat supply in urban neighbourhoods based on heat-cooperatives (HeatCOOP)
In the project, the organisational, financial and legal obstacles of building owners, who want to
decarbonise their neighbourhood are addressed, and an organisational prototype is developed. The
prototype is based on the cooperative model, which has proven to be successful for more than 150
years in Europe. In this case the innovative aspect is to bring building owners and residents of an urban district together to form an energy cooperative (“heat transition community”). The big difference to electricity communities in place is the high upfront investment cost and the co-ownership of heat
infrastructure. For this, organisation and legal models as well as business and financial model are
developed.
These developed concepts are tested in three Living Labs in all participating countries Austria, Czech
Republic and Slovenia. Together with citizens in these Living Labs and based on templates we develop individual cooperative for heating infrastructure. We take learnings and experience to revised and optimise the prototype and disseminate this concept on national and European level.
