Projektbeschreibung
Dem Konzept der 15-Minutes City kommt eine große Bedeutung für den Übergang zu klimaneutralen Städten zu. Das Konzept selbst ist aber noch als vage und komplex einzustufen. Um das Potenzial der 15-Minutes City voll auszuschöpfen, müssen entsprechende Planungsprozesse die potenziellen Konflikte aus den verschiedenen Interessen und Perspektiven diverser Stakeholder behandeln. Eine 15-Minutes City Planung adressiert Konflikte zwischen Räumen für Mobilität (lokale und regionale Mobilität ermöglichen) und Räumen für Aufenthalt (Plätze und Straßen als Lebensraum gestalten). Der Umgang mit diesen Konflikte ist ein zentrales Thema für Realisierung der 15-Minutes City. Solche Konflikte können in vielen Fällen nicht in konsensorientierten Planungs- und Entscheidungsansätzen gelöst werden. Das Ziel des Projekts ist Kenntnisse zu Planungspraktiken und -prozessen und der politischen und konfliktgeladenen Eigenschaften solcher Veränderungsprozesse wie der Planung für die 15-Minute City zu gewinnen. CONFLICTED STREETS generiert aus diesem Wissen Leitlinien für Entscheidungsträger*innen und Planer*innen zum Umgang mit solchen Konflikten.
Abstract
While of critical importance to facilitate a transition to climate neutral cities, the 15mC concept is vague and complex. To realize the potential of the 15mC concept to bring about change, there are many potential conflicts between stakeholders representing different interests and perspectives. Essentially, the 15mC concept highlight conflicts between spaces of mobility (enabling local and regional mobility, but also including space currently used for parked vehicles), and spaces of place (emphasising urban qualities that make people want to live in such places). Therefore, conflict over the use of space is a key issue that has to be addressed in planning for the 15mC. In many cases, such conflicts cannot be solved in consensus oriented approaches to planning and decision making. A key goal for this project is to learn and build knowledge on planning practices and processes acknowledging the political and contested nature of such processes of change. This proposal is an important step in building knowledge about what generates conflicts in plans for the 15mC, and developing guidance on how to deal with such conflicts.
