Projektbeschreibung
Die Stadt Villach ist ein innovativer Industriestandort mit internationalen Leitbetrieben, wichtiger Verkehrsknotenpunkt für den Alpe-Adria Raum, Forschungszentrum im Bereich der Mikroelektronik und mit einer Bevölkerung von knapp 63.000 Menschen die wichtigste Schul-, Sport und Kulturstadt in Oberkärnten.
Die strategischen Grundsatzbeschlüsse im Hinblick auf nachhaltige Stadtentwicklung und Klimaneutralität liegen vor, ebenso die Vorbildwirkung des Villacher Magistrats mit den Initiativen der Taskforces Mobilität und Photovoltaik, sowie der Zielsetzung eines klimaneutralen Magistrates gegeben. Andererseits erfordert das Fehlen eigener Energie- und Mobilitätsbetriebe, Art und Umfang von Bau/Investitionsprojekten (Projekte von Dritten) und der geringe Handlungsspielraum bei strategischen Entwicklungsthemen (wenig Flächen im Besitz der Stadt Villach) entsprechend angepasste Strategien, da es sich um Multistakeholder- sowie Multilevelprozesse mit einem sehr hohen Anteil externer Entscheidungsträger handelt. Aus diesem Grund sind die Governance-Struktur und das übergeordnete Prozessmanagement Schlüsselerfolgsfaktoren, um eigene Maßnahmen, aber vor allem auch privates Kapital in klimaneutrale Investitionen zu lenken.
Ziele und Innovationsgehalt gegen über dem Stand der Technik/Stand des Wissens:
(1) Tragfähige Strukturen, Verantwortlichkeiten, Instrumente und Kooperationen im Sinne eines integrierten Klimaneutralitäts-Managements aufbauen und laufend optimieren.
(2) Spezifische Schlüsselprozesse (Nachhaltige Stadtentwicklung, Finanzierung und Förderung) entwickeln und bereitstellen.
(3) Aufbau von Kompetenzen, Ressourcen und einem transparenten Monitoring inklusive Datenmanagement für innovative Klimaneutralitäts-Maßnahmen im Magistrat der Stadt Villach.
(4) Etablierung eines Kooperations-/Lernnetzwerkes zur Beschleunigung des kommunalen Transformationsprozesses sowie zur Optimierung der Nutzung vorhandener Förderinstrumente
Die angestrebten Ergebnisse und Erkenntnisse im Rahmen der Pionierstadt-Partnerschaft sind daher:
(1) Darstellung, Evaluierung und Ausrichtung sämtlicher kommunaler Instrumente und Maßnahmen zur Steuerung und/oder Umsetzung von Klimaneutralität in Villach (Erhöhung Klimaneutralitäts-Reifegrad)
(2) Prozessbeschleunigung durch Stärkung der Kompetenzen der Fachabteilungen im Magistrat bei gleichzeitiger Entlastung der Abteilungen durch Prozess- und Entwicklungsunterstützung beim Aufbau von Klimaneutralitäts-Instrumenten
(3) Zielgerichtete, tragfähige Investitions- und Projektentscheidungen auf Basis einheitlicher, transparenter Datengrundlagen und Bewertungssysteme
Abstract
The City of Villach is an innovative industrial location with leading international companies, an important transport hub for the Alpe-Adria region, a research centre in the field of microelectronics and, with a population of almost 63,000 people, the most important school, sports and cultural city in Upper Carinthia.
The basic strategic decisions with regard to sustainable urban development and climate neutrality are in place, as is the exemplary effect of Villach's municipal council with the initiatives of the mobility and photovoltaics task forces, as well as the objective of a climate-neutral municipal council. On the other hand, the lack of city-owned energy and mobility companies, the type and scope of construction/investment projects (projects of third parties) and the limited scope for action in strategic development topics (few areas owned by the City of Villach) require correspondingly adapted strategies, as these are multi-stakeholder as well as multi-level processes with a very high share of external decision-makers. For this reason, the governance structure and the overarching process management are key success factors in order to steer own measures, but above all also private capital, into climate-neutral investments.
Goals and innovation content versus state of the art/state of knowledge:
(1) Establish and continuously optimise sustainable structures, responsibilities, instruments and cooperations in the sense of integrated climate neutrality management.
(2) Develop and provide specific key processes (sustainable urban development, financing and funding).
(3) Establish competences, resources and transparent monitoring including data management for innovative climate neutrality measures in the Municipality of Villach.
(4) Establishment of a cooperation/learning network to accelerate the municipal transformation process and to optimise the use of existing funding instruments.
The intended results and findings within the scope of the pioneer city partnership are therefore:
(1) Presentation, evaluation and alignment of all municipal instruments and measures for the control and/or implementation of climate neutrality in Villach (increase of climate neutrality maturity level).
(2) Process acceleration by strengthening the competences of the specialised departments in the municipal administration while at the same time relieving the departments through process and development support in the establishment of climate neutrality instruments.
(3) Targeted, sustainable investment and project decisions based on uniform, transparent data and evaluation systems.
