Erstellung des Klimaneutralitätsplanes 2040 für die Industriestadt Kapfenberg

Projektbeschreibung

Ausgangssituation, Problematik bzw. Motivation
Die Gestaltung von Stadträumen mit hoher Aufenthalts- und Lebensqualität und niedrigem Fußabdruck zählt nicht nur in der Stadtgemeinde Kapfenberg zu den Herausforderungen des 21. Jahrhunderts. Hier setzt das Projekt an, indem die Potentiale und Chancen einer Industriestadt, wie dem obersteirischen Kapfenberg mit über 22.000 Einwohner:innen und rund 15.000 Arbeitsplätzen, bestmöglich dafür genutzt werden sollen, um den Weg zur Klimaneutralität bis 2040 zu bestreiten. Kleinstädte, wie Kapfenberg, bieten mit ihren kurzen Wegen und einer schlagkräftigen Organisationsstruktur ein hohes Umsetzungspotential.
Gerade für die Industriestadt Kapfenberg ist die Erreichung einer Klimaneutralität herausfordernd und gleichzeitig notwendig. So zeichnen die ansässigen Industriebetriebe im Falle von Strom und Gas für ca. 90 % des Bedarfs verantwortlich, was ca. 13,9 Tonnen CO2-Äquivalent je Einwohner:inn entspricht. Im Gegensatz dazu betragen die CO2-Äquivalente je Einwohner:in in Wien ca. 3,6 Tonnen und in Österreich ca. 8,2 Tonnen. Dies unterstreicht die Abhängigkeit der Stadt von externen und bislang meist fossilen Energieträgern. Das Bestreben nach Klimaneutralität erhöht auch die Versorgungssicherheit und den Zugang zu leistbarer Energie. Dieses aktuelle Marktumfeld stellt gerade für Kapfenberg eine große Gefahr der Deindustrialisierung und Abwanderung der Industrie in andere Länder dar. Das Erzielen einer Klimaneutralität ist daher für ein zukunftsorientiertes Weiterbestehen der vorhandenen Industrie unumgänglich. Alle diese Überlegungen können nur gelingen, wenn auch im Industriebereich ein starker Fokus auf Energieeffizienz und Substitution von fossiler Prozessenergie gelegt wird.
Den vorhin skizzierten Herausforderungen kann man nur mit einem interdisziplinären Ansatz und übergeordneten Fahrplan gerecht werden, welcher den Energie-, Wohn-, Verkehrs- und Industriebereich gleichermaßen forciert.

Ziele und Innovationsgehalt
1. Es soll eine Vision zur Klimaneutralität von Kapfenberg mit Zeithorizont 2040 erarbeitet werden, wobei der Energie-, Gebäude-, Verkehrs- und im Speziellen der Industriebereich betrachtet werden soll. Hier sollen quantitative & qualitative Energie- & Klimaziele für 2040 für die Stadtgemeinde Kapfenberg über größtmöglicher Synergienutzung zwischen Industrie und Stadt entwickelt und heruntergebrochen werden.
2. Es soll ein Konzept zur Erreichung der Klima- und Energieziele 2040 in der Stadtgemeinde Kapfenberg erstellt werden.
3. Es soll eine Ausarbeitung bzw. Entwicklung von 3 konkreten, ersten Maßnahmen auf dem Weg zur Klimaneutralität erfolgen.
4. Schnittstellen und Prozesse innerhalb der Stadtverwaltung von Kapfenberg sollen festgelegt werden,
5. Es soll ein Stakeholderprozess unter aktiver Einbindung der Bürger:innen in Kapfenberg konzipiert und umgesetzt werden.
6. Es soll ein aktiver Wissensaustausch und -transfer mit anderen Städten im Rahmen Mission „Klimaneutrale Stadt (KNS)“ forciert werden.
7. Es soll ein verbindliches Bekenntnis der Stadt zum Klimaneutralitätspfad „Kapfenberg_2_zero CO2“ über einen Grundsatzbeschluss im Gemeinderat eingeholt werden.

• Vision zur Klimaneutralität, die die gesamte Stadt umfasst und insbesondere im Energie, Gebäude- und Verkehrsbereich innovative Lösungsansätze beinhaltet
• Umsetzungsplan inkl. Portfolio an möglichen kom¬munalen Handlungs- und Finanzierungsoptionen
• Konzeption und Initiierung der erforderlichen Stakeholderprozesse in der Stadtgemeinde v.a. unter aktiver Einbindung von Bürger:innen
• Konzept für erste lokale Umsetzungsvorhaben
• Bekenntnis und Strukturplan zum Wissensaus¬tausch und -transfer mit anderen Städten im Rahmen Mission „Klimaneutrale Stadt (KNS)“

Abstract

Initial situation, problems and motivation
The design of urban spaces with a high quality of life and a low footprint is one of the challenges of the 21st century, not only in the City of Kapfenberg. This is where the project comes in, in that the potentials and opportunities of an industrial town like Kapfenberg in Upper Styria, with over 22,000 inhabitants and around 15,000 jobs, are used in the best possible way in order to take the path to climate neutrality by 2040. Small towns like Kapfenberg, with their short distances and powerful organisational structure, offer a high potential for implementation.
Especially for the industrial town of Kapfenberg, achieving climate neutrality is challenging and at the same time necessary. In the case of electricity and gas, the local industrial companies are responsible for about 90% of the demand, which corresponds to about 13.9 tonnes of CO2 equivalent per inhabitant. In contrast, the CO2 equivalents per inhabitant in Vienna are approx. 3.6 tonnes and in Austria approx. 8.2 tonnes. This underlines the city's dependence on external and so far mostly fossil energy sources. The quest for climate neutrality also increases the security of supply and access to affordable energy. This current market environment poses a great risk of deindustrialisation and migration of industry to other countries, especially for Kapfenberg. Achieving climate neutrality is therefore indispensable for the future-oriented continued existence of the existing industry. All these considerations can only succeed if there is a strong focus on energy efficiency and the substitution of fossil process energy in the industrial sector as well.
The challenges outlined above can only be met with an interdisciplinary approach and an overarching roadmap that pushes the energy, residential, transport and industrial sectors equally.

Objectives and innovation content
1. A vision for the climate neutrality of Kapfenberg with a time horizon of 2040 will be developed, whereby the energy, building, transport and, in particular, the industrial sector are considered. Quantitative and qualitative energy and climate targets for 2040 are developed and broken down for the municipality of Kapfenberg using the greatest possible synergies between industry and the city.
2. A concept for achieving the climate and energy targets for 2040 in the municipality of Kapfenberg is to be developed.
3. Concrete, initial measures on the way to climate neutrality will be developed.
4. Interfaces and processes within the municipality will be developed. Interfaces and processes within the municipality of Kapfenberg are to be defined.
5. A stakeholder process shall be designed and implemented with the active involvement of the citizens of Kapfenberg.
6. An active exchange and transfer of knowledge with other cities within the framework of the "Climate Neutral City (KNS)" mission should be promoted.
7. A binding system for the exchange of knowledge should be established.
8. A binding commitment of the city to the climate neutrality path "Kapfenberg_2_zero CO2" is obtained by means of a resolution of principle in the municipal council.

Desired results and findings
- A vision for climate neutrality that encompasses the entire city and includes innovative solutions, particularly in the areas of energy, buildings and transport.
- Implementation plan including a portfolio of possible municipal options for action and financing.
- Conception and initiation of the necessary stakeholder processes in the municipality, especially with the active involvement of citizens.
- Concept for first local implementation projects
- Commitment and structural plan for the exchange and transfer of knowledge with other cities within the framework of the "Climate Neutral City (KNS)" mission.
