Projektbeschreibung
Die Stadt Steyr in Oberösterreich hat sich zum Ziel gesetzt, bis 2040 klimaneutral zu werden. Im Juli 2022 wurde im Gemeinderat der Grundsatzbeschluss "Steyr 2040 klimaneutral" mehrheitlich beschlossen.
Steyr setzt bereits einzelne Projekte und Maßnahmen um in Richtung Klimaneutralität um. Bisher fehlt aber ein konkretes Zielbild (Klimaneutralität 2040), eine konsistente, sektorenübergreifende Strategie und ein Maßnahmenplan zur Erreichung dieses Ziels.
Vordringlich ist deshalb für die Stadt Steyr eine breit getragene Vision zur Klimaneutralität 2040 und ein Vorgehen, das die politisch Verantwortlichen sowie relevante Akteur:innen aus Verwaltung, Wirtschaft und Zivilgesellschaft frühzeitig einbindet und somit den erforderlichen Kompetenz- und Kapazitätsaufbau unterstützt.
Im Projekt wird auf Basis einer zu erstellenden Energie- und Klimabilanz ein Klimaneutraliätsfahrplan für die Stadt Steyr erarbeitet, der folgende Lösungsansätze verfolgt: Die partizipative Entwicklung des Zielbildes für die Klimaneutralität 2040 und einer Strategie sowie die Erarbeitung von Maßnahmenplänen gemeinsam mit relevanten Akteur:innen aus Politik, Verwaltung, Wirtschaft, Bürger:innen und zivilgesellschaftlichen Organisationen. Die Verankerung des Klimaneutraliätsfahrplans erfolgt durch den Aufbau eines Netzwerkes von Stakeholder:innen und Bürger:innen in Steyr.
Abstract
The city of Steyr in Upper Austria has set itself the goal of becoming climate-neutral by 2040. In July 2022, the basic decision "Steyr 2040 climate-neutral" was passed by a majority in the municipal council.
Steyr is already implementing individual projects and measures promoting climate neutrality. So far, however, there has been no concrete target (climate neutrality 2040), no consistent, cross-sector strategy and no action plan to achieve this goal.
Therefore, the priority for the city of Steyr is a broadly supported vision of climate neutrality in 2040 and an approach that involves relevant actors from politics, administration, business, citizens and civil society at an early stage and thus supports the necessary development of skills and capacities.
In the project, a climate neutrality roadmap for the city of Steyr will be drawn up on the basis of an energy and climate balance, which will pursue the following approaches: The participatory development of the target for climate neutrality 2040 and a strategy as well as the development of action plans together with relevant actors from politics, administration, business, citizens and civil society organizations. The anchoring of the climate neutrality roadmap takes place through the establishment of a network of stakeholders and citizens in Steyr.
