Projektbeschreibung

Die Neue Stadt Feldbach hat sich der Erreichung einer Klimaneutralität verschrieben und ist sich bewusst, dass es zu deren Erreichung einer detaillierten Planung, einer Integration in die kommunale Verwaltung sowie einer zielstrebigen Umsetzung von Maßnahmen bedarf.
Feldbach hat die besten Voraussetzungen, eine Vorzeigestadt in Österreich auf dem Weg zur Klimaneutralität zu sein. Sie ist Teil der KEM und KLAR! Mittleres Raabtal sowie der KEM Bioökonomie und Kreislaufwirtschaften und als Mitgliedsgemeinde des Steirischen Vulkanlands der „Energievision Steirisches Vulkanland 2025“ verpflichtet.

Das übergeordnete Ziel ist es, die Stadt Feldbach strategisch auf Basis von Maßnahmen sowie durch Aufbau von notwendigen Kapazitäten auf die Erreichung der Klimaneutralität vorzubereiten. Aus aktueller Sicht sind dafür die Themenfelder Raumwärme und Brauchwasser, elektrische Energie, umweltfreundliche Mobilität, Trinkwasser, Wertstoffrecycling und Grünraumgestaltung jene mit der größten Bedeutung in der Stadt. Themenübergreifend ist die Integration der Prozesse in die kommunale Verwaltung essenziell.

Gemäß der Ausschreibung wird das Ergebnis der gegenständlichen F&E-Dienstleistung eine Vision zur Klimaneutralität sein, die folgende Aspekte inkludiert:
• Eine Strategie zur Realisierung der Vision, die erforderliche Maßnahmen, Prozesse, Strukturen und Schnittstellen innerhalb der kommunalen Verwaltung für den Pfad zur Klimaneutralität 2040 definiert.
• Einen Umsetzungsplan, der kommunale Handlungs- und Finanzierungsoptionen aufzeigt sowie erste Umsetzungsvorhaben beschreibt.
• Die Konzeption der erforderlichen Stakeholderprozesse in der Kommune unter aktiver Einbindung der Bevölkerung.
• Die Konzeption des Wissensaustauschs mit anderen Städten im Rahmen der Mission „Klimaneutrale Stadt“.

Abstract

The city of Feldbach is striving for climate neutrality and is aware that this requires detailed planning, integration into the municipal administration and determined implementation of measures.
Feldbach has the best prerequisites to be a model city in Austria on the way to climate neutrality. It is part of the KEM and KLAR! Mittleres Raabtal as well as the KEM Bioeconomy and Circular Economy and as a member municipality of the “Steirischen Vulkanlandes” committed to the "Energy Vision Steirisches Vulkanland 2025".

The overall goal is to prepare the city of Feldbach strategically for achieving climate neutrality on the basis of measures and by building up the necessary capacities. From the current perspective, the topics of space heating and domestic hot water, electrical energy, environmentally friendly mobility, drinking water, recycling of materials and green space design are those with the greatest significance in the city. Across all topics, the integration of processes into municipal administration is essential.

According to the call, the result of the project will be a vision for climate neutrality, which includes the following aspects:
• A strategy for the realization of the vision, which defines necessary measures, processes, structures and interfaces within the municipal administration for the path to climate neutrality 2040.
• An implementation plan that identifies municipal options for action and financing and describes initial implementation projects.
• The conception of the necessary stakeholder processes in the municipality with the active involvement of the population.
• The conception of the knowledge exchange with other cities in the context of the mission "Climate Neutral City".
