Klimaneutralitätsfahrplan St. Veit/Glan

Projektbeschreibung

Als eine Mission des EU-Forschungsprogramms „Horizon Europe“ und des „New European Bauhaus“, abgeleitet vom EU-Green Deal“ und der EU-Initiative „Climate-neutral and smart cities“, stellt Europa die Weichen für eine klimafitte Zukunft: Nachhaltigkeit, Finanzierung, Energiewende, (Bau)Kultur und Soziales sind rasch und effizient anzupassen. Dazu sind umsetzbare und bedarfsorientierte Lösungen der Kommunen erforderlich.
Die Motivation für dieses Projekt ist, anhand eines „Experimentierraums“ (Stadtgemeinde St. Veit/Glan), Forschungsergebnisse und wissenschaftliche Erkenntnisse in einem realen urbanen Umfeld auf ihre Praxistauglichkeit zu erproben und den Start der praktischen Anwendung zu unterstützen. Somit werden Städte auch darauf vorbereitet, am Begleitprozess der BMK-Mission „Klimaneutrale Stadt“ erfolgreich teilzunehmen, aktuelle Erfahrungen und Wissen auszutauschen, Synergien zu nutzen.
Projektziel ist es, am Beispiel der im Klimaschutz bereits sehr aktiven Stadtgemeinde St. Veit/Glan, österreichische Kleinstädte (>10.000 EW) darauf vorzubereiten, Strategien, Maßnahmen und einen notwendigen Kapazitätsaufbau für die Erreichung der Klimaneutralität zu entwickeln bzw. resilienter zu gestalten. Schwerpunkt ist der Energie-, Gebäude- und Verkehrsbereich. Diese Schwerpunkte werden durch Kommunikation und Einbindung aller relevanten Akteure ergänzt. Es werden auch nicht direkt klimarelevante Umweltparameter mitberücksichtigt. Es sollen die ganzheitlichen Grundlagen für St. Veit/Glan geschaffen werden, kosten- und ressourceneffizient, unter Mitwirkung aller relevanten Akteursgruppen, zielorientiert und konsequent die Erreichung der Klimaneutralität im 2040 zu sichern. St. Veit/Glan möchte ein Leuchtturm für andere österreichische Städte werden und aufzeigen, durch welchen Lösungsansatz dieses Ziel erreichbar ist.
Methode: Ausgangspunkt ist ein gesamthafter Überblick des bisher Umgesetzten, Identifikation der noch nicht ausgeschöpften Potenziale bezüglich Erreichung der Klimaneutralität. Dazu wird eine Energiebilanz von St. Veit/Glan erstellt und es werden spezifische Energie- und Klimaziele ausgewählt. Aus den Ergebnissen ergeben sich die zukünftigen Handlungsfelder der Stadtgemeinde. Schwerpunkte sind die Sektoren Gebäude, Ver- und Entsorgungsinfrastruktur und Mobilität von Personen und Gütern. In der Folge wird ein Konzept zur Erreichung der ausgewählten Energie- und Klimaziele für 2040 erstellt. Dieses Umsetzungskonzept umfasst die Einbindung der relevanten Akteure und der Bevölkerung, die Darstellung der technisch verfügbaren Möglichkeiten und die Konzipierung einer individuellen Umsetzung durch: Maßnahmenkatalog, Umsetzungsplan, Roadmap, Struktur-, Kapazitäts- und Finanzierungsplan. Es werden auch die nicht direkt involvierten, jedoch betroffener Umweltindikatoren (über beispielweise SDGs: Leitindikatoren) berücksichtigt.
Die Auswahl der Energie- und Klimaziele und die Entwicklung des Konzeptes erfolgt im Dialog (Workshops) mit den identifizierten relevanten Akteuren und der Bevölkerung der Stadtgemeinde St. Veit/Glan. Eine begleitende Öffentlichkeitsarbeit trägt zur Information und Sensibilisierung aller betroffenen Akteure bei. Dazu werden sowohl klassische als auch soziale Medien eingesetzt. Über den gesamten Projektzeitraum werden die Schnittstellen innerhalb der Kommune analysiert. Ihre Aktivierung bildet die Grundlage für abgestimmte systemintegrative Planungs- und Umsetzungsmaßnahmen zur Klimaneutralität der Stadtgemeinde St. Veit/Glan. Abschließend werden konkrete Maßnahme für erste lokale Umsetzungsvorhaben ausgewählt, und der Start für die ersten Praxisschritte begleitet.

Die Projektergebnisse umfassen ein Umsetzungskonzept, bestehend aus:
• Strategie zur Realisierung der 2040-Klimaneutralitätsvision mit erforderlichen Maßnahmen und Plänen, Prozesse und Strukturen mit kurz-, mittel- und langfristigen Zielen und einem klaren Erreichungspfad zur Klimaneutralität 2040
• Umsetzungskonzept mit Maßnahmenkatalog, Umsetzungsplan, Roadmap, Struktur-, Kapazitäts- und Finanzierungsplan
• Konzeption und Initiierung der erforderlichen Stakeholder- und Kommunikationsprozesse in der Kommune vor allem unter aktiver Einbindung von BürgerInnen
• Bekenntnis und Strukturplan zum Wissensaustausch und -transfer mit anderen Städten im Rahmen der Mission „Klimaneutrale Stadt (KNS)“.

Der Innovationsgehalt des Projekts liegt in der Gesamtheit und der Flexibilität des modularen Lösungsansatzes, was sowohl den Weg zur regionalen Energieautonomie erarbeitet wird als auch seine „Personalisierung“ je nach Gemeinde ermöglicht. Der Lösungsansatz erfasst systematisch IST-Lage, bereits umgesetzte Maßnahmen, noch nicht ausgeschöpfte Potenziale der Kommune, allgemeine Umweltindikatoren und Soft-Prozesse (Kommunikation; Partizipation) übersichtlich und als ein Ganzes. Je nach lokalen Gegebenheiten (natürliche Potenziale für erneuerbare Energie; wirtschaftliche Situation) werden Module priorisiert. Somit werden notwendige Schritte schnell und im optimalen Zeitfenster ausgewählt, ohne Ziel, indirekte Umweltauswirkungen oder relevante Themen aus den Augen zu verlieren.
Die Projektpartner sind: Stadtgemeinde St. Veit, Ressourcen Management Agentur (RMA), BABEG (Kärntner Betriebsansiedlungs- und Beteiligungsgesellschaft mbH), RM Regionalmanagement Mittelkärnten GmbH, KEM Sonnenland Mittelkärnten.

Abstract

As a mission of the EU research programme "Horizon Europe" and the "New European Bauhaus", derived from the EU Green Deal and the EU initiative "Climate-neutral and smart cities", Europe lays the foundations of a climate-friendly future: sustainability, financing, energy transition, (building) culture and social issues must respond to this perspective quickly and efficiently. This requires implementable and needs-oriented solutions for the municipalities.
The motivation for this project is to employ an "experimental space" (town of St. Veit/Glan) to test research results and scientific findings in a real urban environment for their practical suitability and to support the launch of practical application in St. Veit. This also contributes to preparing towns and cities to successfully participate in the accompanying process of the BMK mission "Climate-neutral city", to exchange current experiences and knowledge, to use synergies.
The aim of the project is to use the example of the already very active town of St. Veit/Glan to prepare small Austrian towns (>10,000 inhabitants) for developing strategies, measures and for building the capacity, necessary for achieving climate neutrality or higher resiliency. The project focus is on the energy, building and transport sectors. These focal points are supplemented by communication and involvement of all relevant actors. Environmental parameters not directly relevant to climate protection are also considered. A consistent and comprehensive basis for St. Veit/Glan will be created, based on cost- and resource-efficiency, with all relevant groups of actors participating, towards ensuring climate neutrality in 2040. St. Veit/Glan aims at advancing to a beacon for other Austrian towns and at demonstrating the path this goal can be achieved by.
Method: the starting point is laid by creating an overall overview of measures already implemented as well as the identification of potentials not yet exhausted with regard to achieving climate neutrality. To this end, an energy balance is drawn up for St. Veit/Glan, and locally appropriate energy and climate targets are selected. The prospective fields of action for the municipality are derived from the energy balance results. Building infrastructure, supply and disposal infrastructure as well as mobility of people and goods represent the focal sectors. An implementation concept for achieving the agreed upon energy and climate targets for 2040 will be drafted. The concept considers also the participation of stakeholders and general public, the indication of the technically available options and an implementation design through: a catalogue of measures; implementation plan; roadmap; structural, capacity and financing plan. Environmental indicators not directly involved but affected (e.g. via UN-SDG indicators) are also considered.
The selection of the energy and climate targets as well as the drafting of the implementation concept is performed in dialogue (workshops) with the identified relevant actors and the general public of St. Veit/Glan. Accompanying PR work contributes to the information and sensitisation of the stakeholders, involving both classic and social media. The interfaces within the municipality are analysed over the entire project period. Their activation forms the basis for long-term coordinated system-integrative planning and activities towards climate neutrality in St. Veit/Glan. Finally, measures for the first local implementation projects are selected, and their practical start is accompanied.
The project results include an implementation concept consisting of:
• A strategy for implementing the 2040 climate neutrality vision of St. Veit/Glan, with the necessary measures and plans, processes and structures with short-, medium- and long-term targets, and a clear path to achieving climate neutrality in 2040
• An implementation concept with a catalogue of measures; implementation plan; roadmap; structure, capacity and financing plan
• Conception and initiation of the necessary stakeholder and communication processes in the municipality, primarilywith the active involvement of the general public
• Commitment and a structure plan for knowledge exchange with and transfer to other cities as part of the “Climate Neutral City (CNC/KNS)” mission.
The innovation of the project lies in the holism and flexibility of the modular approach, paving the way towards a regional energy autonomy and simultaneously allowing for a "personalisation" for an individual municipality. The approach enables a systematical view of the current situation in the municipality, including already implemented measures and their effect, outlines existing potentials, allows for considering general environmental indicators and soft processes (communication; participation) clearly and as a whole. Modules are prioritised depending on local conditions (natural potential for renewable energy; economic situation). Thus, necessary steps are selected swiftly and in the optimal time frame, without losing sight of the goal, indirect environmental impacts or relevant issues.
