Regionales Mobilitätslabor plan b

Projektbeschreibung

Die sieben plan b-Gemeinden Bregenz, Hard, Kennelbach, Lauterach, Lustenau, Schwarzach und Wolfurt liegen im unteren Vorarlberger Rheintal – einem prosperierenden Lebens- und Wirtschaftsraum. Nachhaltige, leistbare und leistungsfähige Mobilität sehen sie gemeinsam als einen zentralen Schlüssel für Lebens- und Standortqualität, für Klimaneutralität und Energiewende.
Seit gut eineinhalb Jahrzehnten arbeiten die Gemeinden mit dem Land Vorarlberg und verschiedenen Umsetzungspartnern mit Erfolg – und vielfach auch (inter-)national ausgezeichnet – an Grundlagen, Angeboten und Bewusstsein. Der Anteil der Wege der Menschen in der Region per Fahrrad oder zu Fuß liegt deutlich über dem Landessschnitt, jener der Pkw pro Haushalt entsprechend niedriger. „Echte“ Nachhaltigkeit im Sinn von umsetzbaren, funktionierenden Lösungen und der Weg zur Klimaneutralität haben einen hohen Stellenwert in Politik, Verwaltung und Gesellschaft.
Die Herausforderungen werden allerdings nicht geringer: Ziel der plan b-Gemeinden ist eine fundierte, machbare Weiterentwicklung der Mobilität in der Region hin zu einem nachhaltigen Mobilitätsystem. In diesem Kontext wollen die Gemeinden in einer Sondierung prüfen, ob und gegebenenfalls wie ein regionales Mobilitätslabor sie und das regionale Mobilitätsmanagement unterstützen kann. Die Sondierungsphase soll dazu Entscheidungsgrundlagen und – im Fall einer positiven Perspektive – zentrale Unterlagen für einen Folgeantrag liefern.
Ein solches regionales Mobilitätslabor wäre das erste in Österreich, das direkt auf Initiative von Gemeinden arbeitet und sich auf die dort bestehenden Fragen konzentriert. Die Stadtumland-Situation, die Vernetzung mit anderen Akteur:innen und Initiativen und die direkte Wirkung vor Ort sind dabei bestimmende Aspekte. Erkenntnisse, Ergebnisse und Prototypen aus dem „plan b-lab“ können daher auch für die anderen rund 6,1 Mio. Österreicherinnen und Österreicher von hoher Bedeutung sein, die laut Statistik Austria ebenfalls in einer Stadt-Umland-Konstellation leben.

Abstract

The seven plan b municipalities of Bregenz, Hard, Kennelbach, Lauterach, Lustenau, Schwarzach and Wolfurt are located in the lower Vorarlberg Rhine Valley - a prosperous living and economic area. Together they regard sustainable, affordable, and efficient mobility as a key element to quality of life and location, energy transition and climate neutrality.

For about one and a half decades, the municipalities have been working with the province of Vorarlberg and various partners with great success - and in many cases have also received national and international awards - on basic principles of sustainable mobility, measures and awareness raising. The proportion of journeys made by people in the region by bicycle or on foot is significantly higher than the national average, while the number of cars per household is correspondingly lower. "Real" sustainability in the sense of implementable, functioning solutions and the path to climate neutrality have a high priority in politics, administration, and society.

However, the challenges are still there, and the goal of the plan b municipalities is to further develop mobility in the region in a well-founded and feasible way towards a sustainable mobility system. In this context, the municipalities want to examine whether and if so, how a regional mobility lab could assist them and the regional mobility management in their efforts. An initial exploratory phase is intended to provide the basis for further decision-making and – if successful – key information and documents for a follow-up application.

Such a regional mobility lab would be the first in Austria to work directly at the initiative of the municipalities concerned and to focus on the issues that exist there. The urban-rural environment situation, the networking with other players and initiatives and the direct impact within the communities are central aspects. Findings, results and prototypes developed by the "plan b-Lab" could also be of great importance for the other approximately 6.1 million Austrians* who also live in an urban-rural environment.
