PVPS Task 1: Strategie und Verbreitung

Projektbeschreibung

Seit 1993 wird im Photovoltaik Programm der IEA (IEA Photovoltaic Power Systems Programme)
gemeinsam daran gearbeitet, diese Technologie als zukünftig vermutlich wichtigste Quelle der weltweiten Stromversorgung
bei ihrer Markteinführung zu unterstützen. Als eines der größten Technologieprogramme im IEA
TCP-Rahmen entsenden derzeit 32 Mitglieder aus 28 teilnehmenden Ländern und 4 Verbänden gesamt
mehr als 350 ExpertInnen in die aktuell acht laufenden Arbeitsgruppen (Tasks). Task 1 – PV Strategic
Analysis and Outreach, dessen weitere Mitarbeit hier beantragt wird, ist ein für alle am IEA PVPS Programm teilnehmenden Länder verpflichtender Task; unter anderem, da von allen Mitgliedern über diese Taskaktivität die nationalen Photovoltaik-Kennzahlen ermittelt werden, die in die jährlichen Hauptpublikationen des Programmes, den Trends Report, den Snapshot Report sowie die National Survey reports, die seit 1993 jährliche Statistik- bzw. Marktübersichten geben, einfließen.
Darüber hinaus erfüllt der Task eine weitere Rolle: durch Internat. Austausch von Wissen und Wissens-Verbreitung in technischen, wirtschaftlichen, gesetzlichen, ökologischen und sozialen Aspekten der Photovoltaik (PV) aus allen IEA-PVPS Mitgliedsländern und darüber hinaus sollen neue Schwerpunkte
im Gesamtprogramm gesetzt und Initiativen in den Mitgliedsländern angeregt werden, womit dem Task eine strategische Aufgabe für das Gesamtprogramm zukommt.
Da Österreich im Gesamtprogramm, d.h. im ExCo, auch die Funktion der Strategiekoordination inne hat (durch die
Funktion von H.Fechner als „Vice Chair for Strategy“) ist eine durchgehend aktive österreichische Mitarbeit in Task 1 überaus förderlich.
Inhaltlich adressiert werden bei den internationalen Treffen die IEA-PVPS Gesamtziele hinsichtlich Rolle der Photovoltaik bei der Energiewende d.h. die Rolle bei Gebäuden, Energieinfrastrukturen, im Verkehrswesen, in der Landwirtschaft, etc... sowie die Themen Qualitätssicherung,
Nachhaltigkeit, Kostenreduktion, Bewusstseinsbildung, Potential und Wert der PV-Stromerzeugung. Alle diese Analysen zielen darauf ab, technische und nichttechnische Barrieren
zu überwinden und EntscheidungsträgerInnen möglichst konkrete Handlungsempfehlungen zu geben. Die jährlichen Statistik-Reporte werden anlassbezogen ergänzt durch diverse aktuelle Aktivitäten. Österreichs Rolle ist neben der aktiven Mitarbeit im Task selbst auch die Koordination
des Tasks mit dem IEA-PVPS Executive Komitee.

Abstract

Since 1993, the photovoltaic program of the IEA (IEA Photovoltaic Power Systems Programme)
worked together to develop this technology as an important future source of global electricity supply. As one of the largest technology programs in the IEA-TCP frames, (currently 32 members participating from 28 countries and 4 associations in total) more than 350 experts are engaged in the eight current working groups (tasks).
Task 1—PV Strategic Analysis and Outreach, whose further cooperation is requested here, is a mandatory task of the PVPS program for all participating countries; all members use this task activity to determine the national photovoltaic key figures, which are included in the annual main publications of the program, the trends report, the snapshot report and the national survey reports; these documents have been providing annual statistical and market overviews since 1993;
In addition, the task fulfills another role: through Internat. exchange of knowledge and knowledge dissemination in technical, economic, legal, ecological and social aspects of photovoltaics (PV) from all IEA-PVPS member countries and beyond new priorities should be set in the overall program and initiatives in the member countries are encouraged; by that this tasks has a strategic role for the overall program.
Since Austria also has the function of strategy coordination in the overall program (through the H.Fechner's function as "Vice Chair for Strategy") it is extremely beneficial if Austria is actively involved in Task 1 by the same person.
The content of the international meetings addresses the IEA-PVPS overall goals with regard to the role of photovoltaics in the energy transition, i.e. the role in buildings, energy infrastructure, in transport, in agriculture, etc... as well as the topics of quality assurance, Sustainability, cost reduction, awareness raising, potential and value of PV power generation. All of these analyzes aim to identify technical and non-technical barriers
to overcome and to give decision-makers concrete recommendations for action. The annual statistical reports are supplemented by various current activities as required. In addition to active participation in the task itself, Austria's role is also that of coordination of the task with the IEA-PVPS Executive Committee.
