Projektbeschreibung

Personenverkehr findet zum überwiegenden Anteil in suburbanen und ruralen Räumen statt. Gerade dort dominiert nach wie vor der motorisierte Individualverkehr (MIV), da attraktive Alternativen oft fehlen. Für eine erfolgreiche Umsetzung der Klima- und Nachhaltigkeitsziele ist es daher unabdingbar, die Lebensrealitäten der Menschen außerhalb von Großstädten zu erfassen und zielgerichtete, an die jeweilige Region angepasste Mobilitätslösungen zu finden. Es geht dabei um Maßnahmen zur Verlagerung und Vermeidung von MIV durch zielgerichtete Raumordnung sowie die Stärkung intermodaler Mobilitätsangebote aus aktiver Mobilität (Rad fahren und zu Fuß gehen), innovativen und flexiblen Mobility-as-a-Service (MaaS) Angeboten und öffentlichem Verkehr (ÖV). Neben Anreizen und Angeboten wird ein solches Maßnahmenpaket auch Restriktionen enthalten müssen, um die Dominanz des MIVs aufzuweichen und Chancengleichheit für andere Verkehrsmittel herzustellen. Obwohl unterschiedliche Lösungskonzepte bereits vorliegen, scheitert die Einführung weitreichender Maßnahmen oft bereits vor der eigentlichen Implementierungsphase aufgrund verschiedener Barrieren. Diese Barrieren für die tatsächliche Implementierung gilt es in den Fokus zu rücken, um der Herausforderung einer erfolgreichen Emissionsreduktion ehestmöglich gerecht zu werden.

Basierend auf dieser Ausgangslage ergibt sich folgende zentrale Forschungsfrage:
Wie kann aktive Mobilität in Kombination mit innovativen MaaS-Angeboten in einem umfassenden Maßnahmenpaket als Wegbereiter dienen, um inter- und multimodales Mobilitätsverhalten zu fördern und damit die Dominanz des motorisierten Individualverkehrs im suburbanen und ruralen Raum zu brechen?

Zu diesem Zweck sollen im Sondierungsprojekt WEGBEREITER das Potenzial sowie notwendige erste Schritte zur Erstellung eines Mobility Policy Innovation Labs (MOPI-Lab) in der Region Weiz-Gleisdorf unter Berücksichtigung der umliegenden Gemeinden sowie des Verkehrskorridors zu Graz evaluiert werden. Die Region Weiz-Gleisdorf mit den Kleinstädten Gleisdorf und Weiz, umgeben von ländlichen Siedlungsgebieten und in der Nähe zur Landeshauptstadt liegend, bildet einen besonders interessanten Fall, da auf der einen Seite bereits Initiativen in Richtung sanfte Mobilität existieren und innovative Konzepte umgesetzt werden, auf der anderen Seite aber gleichzeitig noch der MIV bei Weitem dominiert.

Für die Erreichung der Projektziele geht das Sondierungsprojekt WEGBEREITER in Vorbereitung für das MOPI-Lab in vielfacher Weise weit über den State-of-the-Art hinaus: Das Projekt ...

1. fokussiert auf jene Regionen, in denen der überwiegende Anteil an Mobilität stattfindet: auf ländliche und suburbane Regionen.

2. fokussiert auf Multi- und Intermodalität – und hier insbesondere auf das Potential von aktiver Mobilität und MaaS-Angeboten für die “erste und letzte Meile”.

3. analysiert nicht die Wirkung einzelner Policy-Instrumente, sondern fokussiert auf den Einsatz ausgewogener Policy-Bündel.

4. verfolgt einen integrierten Planungsansatz für den öffentlichen Raum, um diesen lebenswert und städtebaulich hochwertig zu gestalten und gleichzeitig sparsam mit Ressourcen und Boden umzugehen.

5. geht über technologische Entwicklungen zur Dekarbonisierung hinaus, indem es soziale Innovationen zur Erreichung von Verhaltensänderungen ins Zentrum der Analyse stellt.

6. analysiert das Disruptionspotential der Policy-Bündel, das vor dem Hintergrund der Dringlichkeit der Klimakrise geboten ist.

7. zeichnet sich durch eine enge Einbindung der Stakeholder beim Co-Design des MOPI-Labs aus – gewährleistet und koordiniert durch professionelles “Transdisciplinary Interface Management”.

Bereits der im Sondierungsprojekt entwickelte Maßnahmenkatalog bildet eine wichtige Grundlage für die Verkehrspolitik im suburbanen und ländlichen Raum. Das Projekt wird sowohl für öffentliche Institutionen, Unternehmen und wissenschaftliche Institutionen den Anstoß für verkehrspolitische Maßnahmen, aber auch für weitere Forschungs- und Entwicklungsprojekte geben.

Abstract

Most of the passenger transport takes place in suburban and rural areas. Especially there, motorised individual transport continues to dominate, as attractive alternatives are often lacking. For a successful implementation of the climate and sustainability goals, it is therefore indispensable to understand people’s realities of life outside of large cities and to find targeted mobility solutions adapted to the respective region. This involves measures to shift and avoid private transport through targeted spatial planning and the strengthening of intermodal mobility offers, consisting of active mobility (cycling and walking), innovative and flexible Mobility-as-a-Service (MaaS) offers and public transport. In addition to incentives and offers, such a package of measures will also have to include restrictions in order to mitigate the dominance of private transport and create equal opportunities for other modes of transport. Although different solutions are already available, the introduction of far-reaching measures often fails before the actual implementation phase due to various barriers. These barriers to actual implementation must be brought into focus in order to meet the challenge of successful emission reduction as soon as possible.

Based on this initial situation, the following central research question arises: How can active mobility in combination with innovative MaaS offers in a comprehensive package of measures serve as a facilitator to promote inter- and multimodal mobility behaviour and thus break the dominance of motorised individual transport in suburban and rural areas?

For this purpose, the exploratory project WEGBEREITER will evaluate the potential and necessary first steps for the creation of a Mobility Policy Innovation Lab (MOPI-Lab) in the Weiz-Gleisdorf region, including the surrounding municipalities and the transport corridor to Graz. The region of Weiz-Gleisdorf with the small towns of Gleisdorf and Weiz, surrounded by rural settlement areas and close to the provincial capital, is a particularly interesting case, as on the one hand initiatives towards soft mobility already exist and innovative concepts are being implemented, but on the other hand the private car still dominates by far.

In order to achieve the project goals, the exploratory project WEGBEREITER in preparation for the MOPI-Lab goes far beyond the state of the art in many ways: the project

... focuses on those regions where most of the mobility takes place: rural and suburban regions.

... focuses on multi-modality and intermodality - and here in particular on the potential of active mobility and MaaS offers for the "first and last mile".

... does not analyse the effect of individual policy instruments but focuses on the use of balanced policy bundles.

... pursues an integrated planning approach for public space in order to make it worth living and of high urban quality, while at the same time using resources and land sparingly.

... goes beyond technological developments for decarbonisation by placing social innovations for achieving behavioural change at the centre of the analysis.

... analyses the disruptive potential of policy bundles, which is called for against the background of the urgency of the climate crisis.

... is characterised by the close involvement of stakeholders in the co-design of the MOPI-Lab - provided and coordinated by professional "transdisciplinary interface management".

The catalogue of measures developed in the exploratory project already forms an important basis for transport policy in suburban and rural areas. The project will provide the impetus for transport policy measures for public institutions, companies and scientific institutions, but also for further research and development projects.
