Mobility Policy Innovation Lab

Projektbeschreibung

Die Klimakrise ist die größte Herausforderung unserer Zeit - Klimaschutz und Klimaanpassung sind das Gebot der Stunde. Österreich hat in aktuellen Schlüsseldokumenten wie dem Mobilitätsmasterplan 2030 ambitionierte Ziele zur Neuausrichtung des Mobilitätssektors bzw. zur Mobilitätswende definiert. Um diese zu erreichen, müssen vorliegende Konzepte und Innovationen (aus Forschung und Entwicklung) wesentlich schneller und effizienter als bisher in die Praxis überführt werden. Rasche und entschlossene Entscheidungen in Politik und Verwaltung sind somit die unverzichtbare Basis zur Bekämpfung der Klimakrise. Die Umsetzung von Forschungsergebnissen, innovativen Mobilitätslösungen und -konzepten trifft in der Praxis allerdings auf erhebliche systemische Herausforderungen, etwa in Form großer Komplexität, Unsicherheiten in Bezug auf Wirkungen, ungenügende Verfügbarkeit von Daten, einer zersplitterten Akteurslandschaft, unklaren föderalen Zuständigkeiten, komplexen sektoralen Abhängigkeiten oder mangelnden Sanktionsmöglichkeiten. Gefragt sind somit innovative Mechanismen, Werkzeuge und Unterstützungsleistungen in Policy-Prozessen und Governance-Strukturen in ihrer gesamten Breite und auf allen föderalen Ebenen.
An dieser Schlüsselstelle schafft das Policy-Lab.at ein umfassendes Angebot an Unterstützung sowie einen praxis- und anwendungsorientierten Experimentierraum zu transformativen Mobilitätspolitikmaßnahmen bzw. der dafür notwendigen Governance, um ambitionierten Politiken und Konzepten im Bereich der Personenmobilität rasch(er) zur Umsetzung zu verhelfen. Mit dem Policy-Lab.at entsteht eine neue, auf einen nachhaltigen Betrieb ausgerichtete Infrastruktur, die für öffentliche Gebietskörperschaften auf allen Ebenen unterstützende und innovative Leistungen anbietet. Ziel ist es mobilitätspolitische Konzepte rascher und friktionsfreier in der Praxis zum Leben zu erwecken: Allen voran auf der Ebene von Städten / Gemeinden und Regionen i.S. konkreter Aufgaben und Projekte, Umsetzungs- und Innovationsbarrieren vor Ort etc. Aber auch auf Bundes- und Länderebene i.S. der Rahmensetzung z.B. über den Mobilitätsmasterplan 2030, die Mission "Klimaneutraler Städte" und weitere Strategiepapiere und Masterpläne soll das Policy-lab.at tätig werden.
Um der tatsächlichen Nachfrage gerecht zu werden, agiert das Policy-Lab.at nach mehreren Grundprinzipien: „Bedarfsorientierung“ bedeutet die Entwicklung eines an realen Anforderungen der Bedarfsträger*innen ausgerichteten Leistungsportfolios, basierend auf einer umfassenden Analyse der Ist-Situation. „Kompetenzbasiertes Arbeiten“ bezeichnet die hohe Kompetenz der Trägerorganisation und der Partner*innen im Kernteam des Labors. Unter „Capitalisation“ wird die Nutzung vorhandenen Wissens und bewährter Ansätze („good practices“ auf nationaler und internationaler Ebene) im Sinne eines effizienten Ressourceneinsatzes verstanden. „Transferability“ bezieht sich auf die Kernaufgabe des Policy-Lab.at, nämlich die „Übersetzung“ und Adaptierung bestehender innovativer Ansätze für spezifische Ausgangslagen vor Ort. Zudem versteht sich das Policy-Lab.at als ein lernendes System – Tätigkeiten und Ergebnisse werden laufend evaluiert, das Leistungsportfolio iterativ nachjustiert und erweitert.
Bereits im Zuge der Antragsentwicklung wurden Bedarfslagen sondiert, um anhand konkreter Aufgabenstellungen Innovations- und Unterstützungsleistungen entwickeln zu können – Initialpartner bzw. Kofinanzierungspartner des Policy-Lab.at sind Wien (inkl. der WK-Wien), die Länder Salzburg, Kärnten und Tirol sowie die Städte Graz und Klagenfurt. Unterstützung wird etwa bei der Umsetzung von Mobilitätskonzepten im Bereich des Fuß- und Radverkehrs, bei Finanzierungsvereinbarungen zwischen Verkehrsträgern und Gebietskörperschaften, im Kontext mit dem Zusammenspiel zwischen Raum- und Verkehrsplanung oder zu evidenzbasierten Planungsgrundlagen bis hin zu Fragen des betrieblichen Mobilitätsmanagements benötigt. Die im Rahmen des Policy-Lab.at konzipierten Dienstleistungen erfahren signifikantes Interesse, werden sie doch als wesentlicher Hebel zur Erreichung der kommunalen und regionalen bzw. verkehrspolitischen und gesellschaftlichen Ziele der Initialpartner gesehen.

Abstract

The climate crisis is the greatest challenge of our time – hence, climate protection and climate adaptation are the order of the day. In current key documents such as the Mobility Master Plan 2030, Austria has defined ambitious goals for the realignment of the mobility sector and the mobility turnaround. Aiming at achieving these goals, pre-existing concepts and innovations (developed in the research and development domain) must be transferred into practice much faster and more efficiently than before. Rapid and decisive decisions in politics and administration are thus the indispensable basis for combating the climate crisis. In practice, however, the implementation of research results, innovative mobility solutions and concepts encounters considerable systemic challenges, for example in the form of great complexity, uncertainties in terms of impacts, insufficient availability of data, a fragmented landscape of actors, unclear federal responsibilities, complex sectoral dependencies or a lack of sanctioning options. What is needed, therefore, are innovative mechanisms, tools and support services in policy processes and governance structures across the board and at all federal levels.
At this key point, Policy-Lab.at creates a comprehensive offer of support services as well as a practice- and application-oriented experimental spaces for transformative mobility policy measures and the related required governance, in order to help ambitious policies and concepts in the field of personal mobility to be implemented more quickly. With Policy-Lab.at, a new infrastructure is being created, geared towards sustainable operation and offers supporting and innovative services for public authorities at all levels. The aim is to bring mobility policy concepts to life in practice more quickly and without friction: First and foremost at the level of cities / municipalities and regions in terms of concrete tasks and projects, implementation and innovation barriers on the ground, etc.. At the same time Policy-Lab.at will act on federal and state level in the sense of setting the framework, e.g. via the Mobility Master Plan 2030, the mission "Climate Neutral Cities" and further strategy papers and master plans.
In order to meet actual demands, Policy-Lab.at acts upon several basic principles: "Demand-orientation" means the development of a service portfolio based on a comprehensive analysis of the actual situation, which is aligned with real stakeholder requirements. "Competence-based work" refers to the high level of competence of the supporting organization and the core partners of the laboratory. "Capitalization" refers to the use of existing knowledge and proven approaches ("good practices" at both national and international levels) in terms of efficient use of resources. "Transferability" refers to the core task of Policy-Lab.at, namely the "translation" and adaptation of existing innovative approaches for specific local situations. In addition, Policy-Lab.at sees itself as a learning system – its activities and results are continuously evaluated, and the service portfolio is iteratively readjusted and expanded.
Already while developing this grant application, specific needs were canvassed in order to be able to develop innovation and support services on the basis of concrete tasks. Initial partners or co-financing partners of Policy-Lab.at are the City of Vienna (incl. the Vienna Chamber of Commerce), the provinces of Salzburg, Carinthia and Tyrol as well as the cities of Graz and Klagenfurt. To quote some examples, support is needed in the implementation of mobility concepts in the field of pedestrian and bicycle traffic, in financing agreements between transport providers and local authorities, in the context of the interaction between spatial and transport planning, or on evidence-based planning principles, right up to matters of corporate mobility management. The services conceived within the framework of Policy-Lab.at spark significant interest, as they are seen as an essential lever for achieving the municipal and regional or transport policy and societal goals of the initial partners.
