Partizipativer Klima-Transformationsfahrplan als Basis für ein Demo-Quartier im gas-versorgten Kahlenbergerdorf

Ausgangssituation, Problematik bzw. Motivation

Das Kahlenbergerdorf ist eine aktive Gemeinschaft, in der sich einst Bewohner:innen in einer Bürgerinitiative zusammengefunden haben, um die Errichtung einer Seilbahn zum Kahlenberg zu verhindern. Jetzt ergreift das Kahlenbergerdorf wieder die Initiative, nämlich um bei der Umsetzung der Wärmewende Pionierarbeit zu leisten. In einem neu gegründeten Verein möchten die motivierten Bewohner:innen gemeinsam den Umstieg von fossilen auf erneuerbare Energieträger zur Wärmeversorgung ihrer Gebäude umsetzen.
Die Bewohner:innen des Kahlenbergerdorfes übernehmen Verantwortung für die nächste Generation und werden das Energiesystem im Quartier auf erneuerbare Energieträger umbauen. Als wichtigsten Schritt zählt die Wärmewende im Quartier, das ist der Umbau der Erdgas-basierten auf eine erneuerbare Wärmeversorgung. Um die Wärmewende zu erreichen, wird zu Beginn ein integrales, klimaneutrales Energiekonzept für Wärme, Kühlung und Stromversorgung sowie der Bedürfnisse der E-Mobilität entwickelt.

Ziele und Innovationsgehalt

Übergeordnetes, langfristiges Ziel ist die Transformation des Kahlenbergerdorfes zu einem klimaneutralen Quartier. So wie Österreich und Wien setzt sich das Kahlenbergerdorf als Ziel, bis zum Jahr 2040 klimaneutral zu sein. Auf Basis eines Transformationsfahrplanes für das Quartier soll in einem ersten Schritt die Umsetzung eines Demonstrationsprojektes für die urbane Wärmewende in einem Teilgebiet des Quartiers vorbereitet werden.
Dafür werden folgende Ziel für das Projekt gesetzt:
• Entwicklung eines Transformationsfahrplanes für klimaneutrales Quartier, der konkrete technische und innovative Maßnahmen, einen Zeitplan der Umsetzung, den CO2 Absenkpfad sowie relevante Akteure enthält
• Akzeptanzsicherung der geplanten Umsetzungsmaßnahmen zur Klimaneutralität durch einen aktiven Partizipationsprozess bei den Gebäudeeigentümer:innen und Bewohner:innen.
• Entwicklung eines Geschäfts- und Organisationsmodells Energiegemeinschaft plus, das neben der PV Energiegemeinschaft auch die Umsetzung der Wärmewende und Berücksichtigung neuer Bedarfe wie Raumkühlung und E-Ladestationen berücksichtigt
• Auswahl eines Teilgebietes für die Realisierung eines Demonstrationsprojektes der Transformation in ein klimaneutrales Quartier

Angestrebte Ergebnisse bzw. Erkenntnisse

Ergebnis des Projektes sind Fahrpläne für die Transformation des gesamten Kalenbergerdorfes zu einem klimaneutralen Quartier bis 2040 und Entscheidungen und Unterlagen für den Start mit einem Pilotareal.
Die Gebäudeeigentümer:innen und Bewohner:innen haben den Transformationsfahrplan – mit Unterstützung von Expert:innen – selbst entwickelt, konnten innovative Energietechnologien und Sektorkopplung erfolgreich einbringen und sind sich der Auswirkungen der Entscheidungen bewusst. Im Zuge des Prozesses wird ein Geschäfts- und Organisationsmodell entwickelt, wo die Rollen und Pflichten der einzelnen Gebäudeeigentümer:innen definiert wird – in Abgrenzung zu Energiedienstleistern für die Errichtung und den Betrieb des Energiesystems.

Abstract

Initial situation, problems and motivation

The Village Kahlenbergerdorf is an active community in which residents once joined together in a citizens' initiative to prevent the construction of a cable car to the Kahlenberg. Now the this district is taking the initiative again, namely to pioneer the implementation of the heat transition. In a newly founded association, the motivated residents want to jointly implement the changeover from fossil fuels to renewable energy sources for the heat supply of their buildings.
The residents of Kahlenbergerdorf are taking responsibility for the next generation and will convert the energy system in the neighbourhood to renewable energy sources. The most important step is the heat transition in the neighbourhood, i.e. the conversion of the natural gas-based heat supply to a renewable heat supply. In order to achieve the heat turnaround, an integral, climate-neutral energy concept for heating, cooling and power supply as well as the needs of e-mobility will be developed at the beginning.

Goals and innovation content

The overarching, long-term goal is to transform the Kahlenbergerdorf into a climate-neutral neighbourhood. Like Austria and Vienna, Kahlenbergerdorf has set itself the goal of being climate neutral by 2040. Based on a transformation roadmap for the neighbourhood, the first step is to prepare the implementation of a demonstration project for the urban heat transition in a sub-area of the neighbourhood.
For this purpose, the following objectives are set for the project:
• Development of a transition roadmap for a climate-neutral neighbourhood, which includes concrete technical and innovative measures, a timetable for implementation, the CO2 reduction path as well as relevant actors.
• Securing acceptance of the planned implementation measures for climate neutrality through an active participation process among building owners and residents.
• Development of a business and organisational model Energy Community plus, which, in addition to the PV Energy Community, also takes into account the implementation of the heat transition and new requirements such as room cooling and e-charging stations.
• Selection of a sub-area for the realisation of a demonstration project for the transformation into a climate-neutral neighbourhood.

Expected results and findings

The results of the project are roadmaps for the transformation of the entire Kalenberg village into a climate-neutral neighbourhood by 2040 and decisions and documents for the start with a pilot area.
The building owners and residents have developed the transformation roadmap themselves - with the support of experts - and have been able to successfully introduce innovative energy technologies and sector coupling and are aware of the impact of the decisions. In the course of the process, a business and organisational model is developed, where the roles and obligations of the individual building owners are defined - in distinction to energy service providers for the construction and operation of the energy system.
