Klimaschutz durch Soziale und Solidarische Ökonomien

Projektbeschreibung

Effektiver Klimaschutz erfordert Veränderungen wirtschaftlicher Strukturen hin zu mehr Effizienz, erneuerbaren Energieträgern und Suffizienz. Ausschließlich technologische Lösungen und das Vertrauen auf konventionelle Ansätze wirtschaftlichen Wandels haben bislang nicht den notwendigen Erfolg erzielt. Die Grenzen herkömmlicher Klimastrategien verweisen auf die Notwendigkeit, Formen des Wirtschaftens in den Blick zu nehmen, die Suffizienz in den Vordergrund stellen, technologische Entwicklungen in soziale Zusammenhänge einbetten, den Wandel von Werthaltungen vorantreiben und wirtschaftliche Prozesse partizipativ gestalten. Diese Wirtschaftsformen werden häufig als Soziale und Solidarische Ökonomien (SSÖ) bezeichnet. Unter diesem Begriff werden sowohl traditionelle Genossenschaften als auch neuere Solidarische Ökonomien mit einem (breiteren) gesellschaftspolitischen Anspruch subsumiert. Diese Wirtschaftsformen zeichnen sich durch unterschiedliche Grade einer strukturell verankerten Partizipation bzw. organisationalen Demokratie aus. Empirische Befunde und theoretische Argumente lassen spezifische Möglichkeiten von SSÖ erwarten, wirtschaftliches Handeln an klimapolitischen Anliegen auszurichten. Den Ausgangspunkt des Projekts ClimCoopSuccess bildet dementsprechend die Hypothese, dass organisationale Demokratie als strukturell verankerte Partizipation verschiedener Mitglieder eines Unternehmens besondere Klimaschutzpotenziale birgt. Die Ziele des Projektes sind, erstens, diese Hypothese explorativ auf qualitativem Weg zu überprüfen, zweitens, die Mechanismen zu verstehen, durch die organisationale Demokratie das klimarelevante Handeln eines Unternehmens beeinflusst, drittens, wichtige gesetzliche, politische, ökonomische, soziale und kulturelle Rahmenbedingungen darzustellen, und viertens, Handlungsempfehlungen für Österreich abzuleiten. Das Projekt adressiert damit bedeutende Lücken im Verständnis von SSÖ insbesondere in klimapolitischer Hinsicht.
ClimCoopSuccess untersucht mögliche Unterschiede zwischen verschiedenen Rechts- und Organisationsformen von SSÖ vor allem bezüglich verschiedener Grade der organisationalen Demokratie und Partizipation in Hinblick auf deren Klimarelevanz. Das Projekt fokussiert dabei auf drei Typen von SSÖ: erstens Genossenschaften mit besonderem Augenmerk auf sozial innovative Formen; zweitens zivilgesellschaftlich getragene Unternehmen mit primär gemeinnütziger Ausrichtung und drittens jene social enterprises, die einen gewissen Grad organisationaler Demokratie bzw. Partizipation aufweisen sowie gemeinnützige bzw. Klimaschutzziele erreichen wollen.
ClimCoopSuccess formuliert zielgruppenspezifische Handlungsempfehlungen zur Unterstützung klimafreundlicher SSÖ. Dabei steht im Zentrum, welche Beispiele von klimaschutzorientierten SSÖ Unternehmen wie und unter welchen Voraussetzungen in Österreich übertragen, multipliziert/repliziert, institutionalisiert und/oder skaliert werden können. ClimCoopSuccess erzielt damit folgende Ergebnisse: Erstens erarbeitet es eine wissenschaftlich fundierte Diskussionsgrundlage zur klimapolitischen Relevanz von SSÖ in Österreich, zweitens bereitet das Projekt die Forschungsergebnisse öffentlichkeitswirksam auf, um mehr Aufmerksamkeit für die Potenziale von SSÖ zu schaffen.

Abstract

The effective mitigation of climate change requires a transformation of economic structures towards more efficiency, renewables and sufficiency. Solutions solely focused on technological solutions and trust in conventional approaches to economic change have not brought the results necessary so far. The limits of conventional climate strategies indicate the need to take forms of economy into account that put sufficiency center stage, embedd technological developments in social relationships, promote the transformation of mentalities and organize economic processes in a participatory way. These forms of economy are often called Social and Solidarity Economies (SSE). They include traditional cooperatives as well as newer Solidarity Economies with broader political goals. The SSE is characterized by varying degrees of a structurally anchored participation, i.e., organizational democracy. Empirical evidence and theoretical considerations point towards specific opportunities of SSE to adjust economic goals to the concerns and targets of climate policy. ClimCoopSuccess starts from the hypothesis that organizational democracy as structurally anchored participation of various types of members of an enterprise harbors particular potentials to support climate protection. The goals of the project are, (1), to examine this hypothesis through qualitative means, (2), to understand the mechanisms through which organizational democracy may influence climate relevant entrepreneurial decisions, (3), to analyze important legal, political, economic, social and cultural framework conditions, and (4), to distill recommendations for decision-makers, SSE enterprises, interest groups and those interested in practicing SSE. In this way, the project addresses important gaps in knowledge regarding especially the significance of SSE for climate policies.

ClimCoopSuccess investigates possible differences due to different legal and organizational form of SSE in particular with regard to varying degrees of organizational democracy and participation and their relevance for climate protection. The project focuses on three types of SSE: (1) cooperatives with special consideration of socially innovative forms, (2) civic enterprises with primarily societal goals, (3) those social enterprises that exhibit a certain degree of organizational democracy/participation and pursue climate protection goals.

ClimCoopSuccess develops recommendations for specific target groups in view of supporting climate friendly SSE. It indicates which examples of climate protection oriented SSE enterprises can be replicated, institutionalized and scaled up in Austria. The project thus provides the following results: it (1) creates scientific evidence for informed discussions regarding the climate relevance of SSE in Austria, (2) produces materials that disseminate results to broader publics, in order to highlight the potentials of SSE for climate change mitigation.
