Strasshof als Leuchtturm: EVAPO+ Grünwände, begrünte Speicher-/Sickermulden, Empowerment und Praxistransfer

Projektbeschreibung

Ausgangssituation: Dass der Klimawandel Einfluss auf unser tägliches Leben hat und in der Planung unseres Lebensumfeldes beachtet werden sollte, ist unumstritten. Dennoch beschäftigt sich der Großteil der Klimawandelanpassung ausschließlich mit der Überhitzung von Großstädten. Allerdings sind auch Umland und Kleinstädte vom Klimawandel betroffen, auch dort ist es hoch an der Zeit Maßnahmen zur Steigerung der Lebensqualität und zur Verbesserung des Mikroklimas zu treffen. Das Vorprojekt „Strasshof 2021“ (FFG Nr. 877634) hat die Möglichkeiten und Bedarfe der Gemeinde Strasshof an der Nordbahn in Bezug auf Klimawandelanpassung konkret hervorgehoben und u.a. gezeigt, dass der Umgang mit Regenwasser sowohl in öffentlichen Freiräumen als auch auf Privatgrundstücken essenziell ist. Maßnahmen im Umgang mit zunehmenden Hitzetagen sind zu treffen, um Trockenphasen entgegenzutreten und das Mikroklima zu verbessern. Es braucht daher kombinierte nature-based-solutions einerseits zur Kühlung und andererseits für den Umgang mit Niederschlagswasser. Auch andere Gemeinden und Kleinstädte in Österreich stehen teils vor den gleichen Herausforderungen und profitieren von den Leuchtturm-Demonstrationen in Strasshof.
Ziele, Innovationsgehalt und angestrebte Ergebnisse: Im vorliegenden Forschungsprojekt „Strasshof. Klimafit!“ werden resiliente, multifunktionale und klimafitte Lösungen in der Gemeinde auf Bestandsflächen umgesetzt, die auf Hitze und Starkregen antworten, das Mikroklima verbessern, Lebens- und Aufenthaltsqualität steigern sowie Biodiversität und Artenvielfalt fördern: erstmalige Umsetzung von EVAPO+ transpirierenden Grünwänden und Demonstration von naturnahen biodiversen Kombinations-Regenwasser-Speicher- und Sickermulden als Starkregenmaßnahme. Durch ein Empowerment der Gemeinde werden weitere Klimawandelanpassungsmaßnahmen, welche auch Maßnahmen an Privatgrundstücken adressieren, angestoßen und unterstützt. Die Übertragbarkeit der Demonstrationen wird durch verschiedene regionale, nationale und internationale Austauschrunden bereits im Projekt gewährleistet: Ein Lenkungskreis forciert den nationalen und internationalen Austausch. In Zusammenarbeit mit weiteren niederösterreichischen Gemeinden werden die „Learnings“ aus Strasshof an der Nordbahn reflektiert und transferiert. Zusammengeführt zu einem Netzwerk „Klimafitte Kleinstädte“ und einer Schritt-für-Schritt Anleitung für klimafitte Gemeinden regt Strasshof als Leuchtturm-Demonstrationsprojekt Prozesse zur Klimawandelanpassung und ein Empowerment weiterer Gemeinden an.
Beitrag zu den Aktionsfeldern und Programmzielen: Es werden Forschungsergebnisse in die Praxis übergeleitet (#1), indem die geplanten Umsetzungen im Projekt konkret auf den Ergebnissen des Sondierungsprojekts „Strasshof 2021“ aufbauen. Experimentierräume in der realen Stadt werden geschaffen (#2), da die im Projekt geplanten Demonstrationen in einem realen urbanen Testbed umgesetzt und in der Praxis erprobt werden. Das Projekt generiert kommunalen Mehrwert und erzielt Klimawirkung (#3), da durch die Maßnahmen das Mikroklima verbessert und die Lebens- und Wohnqualität der Bürger*innen erhöht wird und die Demonstrationen auf andere Kommunen übertragbar sind.

Abstract

Initial situation: It is undisputed that climate change has an impact on our daily life and should be taken into account when planning our living environment. Still, the majority of climate change adaptation is solely concerned with overheating large cities. However, surrounding areas and small towns are also affected by climate change, also there it is time to take measures to increase the quality of life and improve the microclimate. The exploration project “Strasshof 2021” specifically highlighted the possibilities and needs of the municipality of Strasshof an der Nordbahn with regard to climate change adaptation and showed, among other things, that dealing with rainwater both in public open spaces and on private property is essential here. Measures must be taken to deal with increasingly hot days in order to counteract dry phases and improve the microclimate. It therefore requires, among other things, combined nature-based solutions on the one hand for cooling and on the other hand for handling rainwater. Other municipalities and small towns in Lower Austria, Austria and around the world are facing the same challenges and would benefit from a lighthouse demonstration by a climate-friendly municipality in Strasshof.
Aims, innovations and results: Based on the project “Strasshof 2021”, the research project “Strasshof. Klimafit!” aims to implement resilient, multifunctional and climate-friendly solutions that respond to heat and heavy rain, improve the microclimate, increase the quality of life and stay and promote biodiversity and species diversity on existing areas in the municipality: a first implementation of EVAPO+ transpiring green walls and a demonstration of a nature-based biodiverse combination of a planted drainage and storm water saving basin as a heavy rain measure. By empowering the municipality, further demonstrative climate change adaptation measures are initiated and supported, which also address measures on private property. The transferability of the demonstrations is already guaranteed in the project through various regional, national and international exchange rounds: A steering group promotes national and international exchange. In cooperation with 4 other Lower Austrian municipalities, the “learnings” from Strasshof are reflected and transferred to other municipalities. Merged into a regional network “Climate-friendly small towns in Lower Austria” and step-by-step instructions for climate-friendly communities, Strasshof is a lighthouse demonstration project that stimulates processes for climate change measueres by empowering other municipalities and small towns.
Contribution to the fields of action and program goals: Research results are transferred into practice (#1), as the planned implementations in the project are specifically based on the results of the exploratory project “Strasshof 2021”. Experimental spaces in the city are created (# 2), as the demonstrations planned in the project are implemented and tested in a real urban test bed. The project generates added value for the municipalities and has a climate impact (# 3), because the measures improve the microclimate as well as the quality of life of the citizens and the demonstrations can be transferred to other municipalities.
