Co-kreative & sozial-innovative Geschäfts-/Betreiber- und Bürgerbeteiligungsmodelle zur Energiewende in Kapfenberg

Projektbeschreibung

Die Industriestadt Kapfenberg mit gut 22.000 Einwohner:innen weist einige Stadtentwicklungspotentiale auf, welches es zu adressieren gilt: [1] Sanierungsbedürftige Arbeitersiedlungen aus den 50er und 60er Jahren mit daran angelagerter Ghettobildung und ungenutztem Fernwärme-Optimierungspotenzial. [2] Verkehrsbelastung in der Stadt insbesondere zu Stoßzeiten. [3] Ungenutzte Industriedächer für Photovoltaik. [4] Ideal über Verdichtung und Grünflächen zu entwickelnde Stadtquartiere.
Diese 4 Potentiale möchte das Projekt „b_part_of_transition“ durch den Einbezug hoch divergenter Anspruchsgruppen (erfolgreiche Unternehmer sowie ökonomisch und sozial benachteiligten Randgruppen) über 4 konkrete sozial-innovative Geschäfts- und Betreibermodelle umsetzen, welche über gängige Lösungsmodelle der Energiewirtschaft üblicherweise nicht adressiert werden würden. Über eine soziale Teilhabe und Partizipation an der Energiewende erfolgt ein Wandel von einer zentralisierten hin zu einer dezentralen Energieproduktion – zusammengefasst unter dem Begriff der Energiedemokratie. Dabei wird eine [a] inklusive Herangehensweise eines konsequenten, Bottom-Up Energiewende Zuganges, der „Entwicklungen von Bürger:innen für Bürger:innen“ ins Zentrum gestellt und [b] die Stadtverwaltung, Industrie, Bevölkerung und Forschung zum Zweck der Schaffung neuer Betriebsmodelle für die Energiewende zusammengebracht. Es erfolgt der Einsatz [a] eines konsequent User-zentrierten, partizipativen, sozialen Innovationspro¬zes¬ses zur Implementierung, [b] von New Urban Governance Formaten aus dem Bereich der direkten Demokratieforschung sowie [c] von Digitalisierung als schlagkräftiges, kostengünstiges und dynami¬sches Werk¬zeug für Partizipation und Umsetzung von sozial-innova¬tiven Betriebs- bzw. Geschäftsmodellen. Dabei soll ein besonderes Augen¬merk auf Teilhabemöglichkeiten digitalisierungsferner Schichten geachtet werden.
Zum Projektende wurden sozial-innovative Betriebs- bzw. Geschäftsmodelle umgesetzt, welche nicht nur einen wesentlichen Klimaschutzbeitrag in Kapfenberg leisten, sondern welche auch besonders sozial sind und akzeptiert werden.
Das Projekt leistet einen Betrag zum Ausschreibugnsschwerpunkt 3 „Soziale Innovation als Motor nachhaltiger Stadtentwicklung“ bzw. zum Subthema 3.2 „Inklusive und co-kreative Teilhabe an der Energiewende“, wobei bestehende Forschungsergebnisse in die Praxis übergeleitet werden, Experimentierräume in der realen Stadt geschaffen werden und gleichzeitig ein kommunaler Mehrwert generiert mit hoher Klimawirkung erzielt werden.

Abstract

The industrial city of Kapfenberg with a good 22,000 inhabitants has some urban development potentials that need to be addressed: [1] Workers' settlements in need of renovation from the 50s and 60s with attached ghettos and unused district heating optimization potential. [2] Traffic congestion in the city, especially at rush hour. [3] Unused industrial roofs for photovoltaics. [4] Ideal city quarters to be developed through densification and green spaces. The project "b_part_of_transition" would like to implement these 4 potentials through the inclusion of highly divergent stakeholder groups (successful entrepreneurs as well as economically and socially disadvantaged marginalized groups) via 4 concrete socially innovative business and operator models, which would usually not be addressed by common solution models of the energy industry. Through social participation and participation in the energy transition, there is a change from centralized to decentralized energy production - summarized under the term energy democracy. The focus is on an [a] inclusive approach of a consistent, bottom-up energy transition approach, the "developments by citizens for citizens" and [b] the city administration, industry, population and research for the purpose of creating new operating models brought together for the energy transition. There is the use of [a] a consistently user-centered, participatory, social innovation process for the implementation, [b] of new urban governance formats from the field of direct democracy research and [c] of digitization as powerful, cost-effective and dynamic ¬sches tool for participation and implementation of socially innovative operating and business models. Special attention should be paid to opportunities for participation in layers remote from digitization. At the end of the project, socially innovative operating and business models were implemented, which not only make a significant contribution to climate protection in Kapfenberg, but which are also particularly social and are accepted. The project contributes to the tender focus 3 "Social innovation as a motor of sustainable urban development" and sub-topic 3.2 "Inclusive and co-creative participation in the energy transition", whereby existing research results are transferred into practice, experimental spaces are created in the real city and at the same time a municipal added value can be generated with a high climate impact.
