Municipalist Neighborhood Experiments (MUNEX): Building capacity from the bottom up

Wie kann das Problem der wachsenden sozialen Ungleichheit nachhaltig gelöst werden? Eine immer größer werdende Bewegung plädiert dafür auf der lokalen Ebene nach Antworten auf diese Frage zu suchen. Munizipalismus verfolgt das Ziel überbordende Bürokratie und entfesselte Märkte mit innovativen lokalen Formen urbaner Demokratie entgegenzuwirken. Dennoch stellt sich, trotz wachsender Zustimmung, die Frage, ob und wie effizient unterschiedliche Initiativen – von digitalen Demokratie Plattformen bis Public- Communitarian Partnerships – auf lokaler Ebene tatsächlich funktionieren. Um diese Frage zu beantworten, werden im Rahmen des Municipal Neighbourhood Experiment (MUNEX) Projekts mehrere lokale Initiativen in Nachbarschaften folgender drei Städte untersucht:
Amsterdam, Barcelona und Wien.

MUNEX verfolgt das übergeordnete Ziel mit Gemeinden, Bürger:innen und transnationalen munizipalen Netzwerken zusammenzuarbeiten und dadurch einen strategischen Einblick in die Erfolgsfaktoren für lokale Initiativen zu gewinnen. Parallel dazu werden neue Ansätze der Governance und der urbanen Gerechtigkeit ausprobiert. Darüber hinaus wird MUNEX mit seinen Partnern drei Prototypen für lokale Innovationen erarbeiten und diese mit Nachbarschaften in Amsterdam, Barcelona und Wien teilen. Aufbauend auf vorangegangenen Erkenntnissen sowie im Austausch mit urbanen Akteuren und Entscheidungsträger:innen, wird das Projekt fundierte und anwendungsbasierte Einblicke gewähren, wie Nachbarschaften nachhaltiger, lebenswerter und inklusiver für alle gestaltet werden können.

Abstract

How to address growing inequality and achieve an inclusive sustainable transition? An ascendant municipalist movement argues that we should look for answers at the local level. Municipalism seeks to reinvent and reinvigorate local urban democracy by pushing back against overbearing bureaucracies and overpowering market forces. While the commitment to municipalism is strong and the momentum palpable, a key question is whether and how municipalist initiatives – from digital democracy platforms to public-communitarian partnerships – work in practice. To answer this question, the Municipalist Neighborhood Experiments (MUNEX) project examines municipalist policy experiments in neighborhoods in three cities: Amsterdam, Barcelona, and Vienna.

MUNEX’ overarching goal is to work with municipalities, citizens and transnational municipalist networks to build capacity by delivering strategic insights on the success factors of municipalist initiatives, testing out new approaches to governance and urban justice, and strengthening networks for transnational policy learning. MUNEX will further co-create with its partners three prototypes of municipalist innovations to be shared between neighborhoods in Amsterdam, Barcelona and Vienna in an ambitious transnational exchange. Building on existing research and relations with urban stakeholders, the research will provide profound and actionable insights into the creation of neighborhoods which are sustainable, liveable, and inclusive to all.
