Infrastructuring the Social: Public Libraries and their Transformative Capacity in Austerity Urbanism

Öffentliche Bibliotheken sind seit langem anerkannte Orte der Informationsbeschaffung und Wissensvermittlung. Sie fungieren aber auch zunehmend als wichtige soziale Infrastrukturen, die zum sozialen und kulturellen Leben der Städte beitragen. Durch städtische Sparmaßnahmmen ist diese Funktion von Bibliotheken als öffentliche Räume der Begegnung bedroht. ILIT untersucht, wie öffentliche Bibliotheken in Österreich, Schweden und den Niederlanden als soziokulturelle Infrastrukturen auf diese systemischen Herausforderungen in sich rasch wandelnden Gesellschaften reagieren und sie bewältigen. Das Projekt nutzt die analytischen Ansätze der "Infrastrukturierung" und daran angeleht den neuen Begriff des "Bibliothekmachens", um die transformativen Fähigkeiten von Bibliotheken zu entschlüsseln und Best-Practice-Lösungen für die Resilienz in einer von Austerität geprägten Stadtgesellschaft zu entwickeln. Mit dem Fokus auf innovative Bibliothekspraktiken zielen die Forschungsarbeiten darauf ab, 1) die institutionelle und politische Unterstützung für Bibliotheken zu verbessern, 2) die Kapazitäten von Bibliotheken als Orte der Gemeinschaft und der Fürsorge zu stärken und 3) das „Community Librarianship“ als Innovationsmotor für gemeinschaftsbasierte Entwicklungen zu stärken. Das interdisziplinäre Team nutzt einen Mix aus (ethnographischen) Methoden, wie z.B. Stakeholder-Analysen, kritische Politikanalysen, Interviews, teilnehmende Beobachtung, Shadowing und Go-Alongs. Darüber hinaus entwickelt ILIT einen Ansatz zur Koproduktion von Zines als innovative partizipative Methode, die Bibliotheksmitarbeiter:innen, Kund:innen, städtische Behörden und andere Interessengruppen einbezieht, um gleichzeitig einen Sinn für Gemeinschaft und soziale Infrastrukturen in und durch öffentliche Bibliotheken zu untersuchen und zu kultivieren.

Abstract

Public libraries are long-acknowledged places for information provision and knowledge transmission, but they increasingly also function as important social infrastructures contributing to the social and cultural life of cities. However, austerity pressures heavily threaten libraries’ function as public spaces of encounter. ILIT examines how public libraries in Austria, Sweden and the Netherlands as socio-cultural infrastructures address systemic challenges in rapidly transforming societies. It deploys the analytics of ‘infrastructuring’ and ‘librarising’ to unpack libraries’ transformative capacities to develop best-practice, community-oriented solutions for resilience in austerity urbanism. Focusing on innovative library practices, the research goals are to 1) enhance libraries’ institutional, policy-related support for libraries, 2) strengthen libraries’ capacities as places of community and care, and 3) amplify community librarianship as innovation driver towards community-based developments. Using a mix of (ethnographic) methods, the interdisciplinary team will use stakeholder and critical policy analysis, interviews, participant observation, shadowing and go-alongs. In addition, ILIT develops co-productive zine-making as an innovative participatory method, engaging library staff, patrons, urban government authorities and other stakeholders to simultaneously study and cultivate a sense of community and social infrastructuring performed in and through public libraries.
