Projektbeschreibung
Das Ziel dieses Projekts ist die Unterstützung der urbanen Transformationsprozesse und die Implementierung der lokalen und regionalen Kreislaufwirtschaft, indem vorhandene städtische Baustoffbestände inventarisiert werden, zuverlässige Szenarien für zu erwartende zukünftige Materialflüsse entwickelt werden und Governance-Arrangements für die Umsetzung dieser Transformationsprozesse bereitgestellt werden. Das Projekt konzentriert sich auf die größten städtischen Infrastrukturen und kommunalen Güter, d. h. Gebäude, Staatsstraßen, Wasser- und Abwasserleitungen. Ein transdisziplinäres Konsortium, das sich dem Vierfachhelixmodell widmet, wird mit einem Mixed-Method-Living-Lab-Ansatz in Zusammenarbeit mit Kommunen in ganz Europa arbeiten. Das Projekt wird bestehende, validierte und an mehreren Stellen eingesetzte Tools weiter verbessern und mit neuen Digitalisierungstechnologien kombinieren, um Entscheidungsträger zu informieren und neue Geschäftsmodelle für die Kreislaufwirtschaft zu ermöglichen. Dies wird durch die Zusammenarbeit mit einer Vielzahl von Stakeholdern in Co-Creation-Sitzungen und City Living Labs in mehreren Städten in ganz Europa erreicht. Eine gründliche Analyse bewährter Verfahren zur Steuerung des Übergangs zur Kreislaufwirtschaft wird zu konkreten Vorschlägen für maßgeschneiderte Governance-Regelungen für die teilnehmenden Städte führen, einschließlich eines konkreten Vorschlags für eine Strategie zur Hochskalierung für Europa.
Abstract
The project aims at supporting urban transformation processes and enabling local as well as regional circular economies by inventorying the existing urban construction material stocks, developing reliable scenarios for future material flows to be expected and providing governance arrangements on how to mount these transformation processes. The project will focus on the largest urban infrastructures and communal assets, namely buildings, municipal roads, water and wastewater pipes. A truly transdisciplinary consortium dedicated to the quadruple helix model will work with a mixed-method living lab approach in collaboration with municipalities all over Europe. The project will further improve already existing, validated and at several places applied tools and combine them with new digitalization technologies to inform decision-makers and enable new circular business models. This will be achieved by engaging with a wide range of stakeholders in co-creation sessions and City Living Labs in several cities all over Europe, which will result in a wide range of capacity building moments throughout the entire project. A thorough analysis of best practices of steering the circular economy transition will result in concrete proposals of tailored governance arrangements for the participating cities including a concrete proposal for an upscaling strategy for Europe.
