Villab - Sondierung eines Villacher Innnovationslabors zur kooperativen Entwicklung von nachhaltigen Quartieren

Ausgangssituation, Problematik und Motivation zur Durchführung des F&E-Projekts

Die Stadt Villach ist ein innovativer Industriestandort mit internationalen Leitbetrieben, wichtiger Verkehrsknotenpunkt für den Alpe-Adria Raum, Forschungszentrum im Bereich der Mikroelektronik und mit einer Bevölkerung von knapp 63.000 Menschen die wichtigste Schul-, Sport und Kulturstadt in Oberkärnten. Das Leitbild der Stadt Villach definiert Nachhaltigkeit als selbstverständliche Basis für Entscheidungen. Dieser Grundsatz ist beispielsweise im Stadtentwicklungskonzept „STEVI: Konzept 2025“ (mit dem Ziel der kompakten, nachhaltigen Stadtentwicklung) sowie im internen Leitbild des Magistrats („Villach lebt grün“ – Richtlinie bzw. klimaneutraler Magistrat bis 2030) verankert.
Im Sinne der Pariser Klimaziele sollen die strategischen und verwaltungsinternen Initiativen auf die restliche Stadt umgelegt werden. Die wesentlichen Herausforderungen für Villach hierbei besteht in der großflächigen Bestandsinfrastruktur an Gebäuden und Energiesystemen sowie Mobilitätsservices, die sich zum überwiegenden Großteil nicht im Besitz der Stadt Villach befinden bzw. nicht von der Stadt Villach betrieben werden. Einzelne Kooperationserfolge beispielsweise im Bereich der Wärmeversorgung mit erneuerbarer Energie wurden in der Vergangenheit erzielt. Zur Erreichung der Pariser Klimaziele benötigt Villach neue Ansätze, Methoden, Prozesse und Kooperationen, um privates Kapital in nachhaltigkeitsorientierte Investitionen zu lenken.

Ziele und Innovationsgehalt gegenüber dem Stand der Technik / Stand des Wissens

Kernidee für das Villab ist den Transformationsprozess in Richtung klimaneutraler Quartiere zu beschleunigen und die klimaschonende Wirkung von Umsetzungsmaßnahmen zu erhöhen. Ausgehend davon, dass die technologische Readiness von Green-Tech Innovationen grundsätzlich vorhanden ist, soll sich das angedachte Innovationslabor um die Steigerung Integrationsreife von klimaschonenden Technologien und Dienstleistungen kümmern (Verbesserung des Reifegrads des Systems Stadt).
Im angedachten Innovationslabor Villab sollen im ersten Schritt mit der nachhaltige Stadtentwicklung zwei wesentliche Prozesse der Stadt unterstützt werden. Das Villab wird hierfür
(1) Erweiterung und Stärkung des Innovations-Ecosystems in Villach und Ausbau der personellen Ressourcen für Multistakeholderprozesse,
(2) spezifische Schlüsselprozesse (Finanzierung & Förderungen, neue Geschäftsmodelle, privatrechtliche Verträge, Partizipationsprozesse, Informationen & Kampagnen) entwickeln und bereitstellen,
(3) den Aufbau der Kompetenzen und Ressourcen für innovative Klimaschutzmaßnahmen (Gebäude, Energie, Mobilität, Grüne&Blaue Infrastruktur, öffentlicher Raum) unterstützen und
(4) Digitalisierung und Datenmanagement als transparente Basis zur Vereinfachung von Prozessen und zur Aufbereitung von Entscheidungsgrundlagen für alle Akteuersgruppen nutzen.
Konkret soll das Villab ausgewählte Innovation Districts in Villach realisieren.

Angestrebte Ergebnisse und Erkenntnisse

Das Projekt „Villab - Sondierung“ dient der Überprüfung der Machbarkeit eines urbanen Innovationslabors. Die positive Machbarkeit vorausgesetzt dient das Sondierungsprojekt der Vertiefung der relevanten Kooperationen, der Erstellung eines Businessplans für das künftige Innovationslabor sowie der Beantragung einer Förderung für den Aufbau und den Betrieb des Innovationslabors bei der nächsten Stadt der Zukunft Ausschreibung.

Abstract

Initial Situation, problem and motivation to carry out the F&E projects

The city of Villach is an innovative industrial location with leading international companies, an important traffic junction for the Alpe-Adria region, a research center in the field of microelectronics and, with a population of almost 63,000 people, the most important school, sports and cultural city in Upper Carinthia. The mission statement of the city of Villach defines sustainability as a natural basis for decisions. This principle is anchored, for example, in the urban development concept "STEVI: Concept 2025" (with the aim of compact, sustainable urban development) as well as in the internal model of the municipality ("Villach lives green" - directive or climate-neutral municipality by 2030).
In line with the Paris climate goals, the strategic and internal administrative initiatives are to be transferred to the rest of the city. The main challenges for Villach here are the extensive existing infrastructure of buildings and energy systems as well as mobility services, the majority of which are not owned by the city of Villach or are not operated by the city of Villach. Individual successes in cooperation, for example in the field of heat supply with renewable energy, have been achieved in the past. In order to achieve the Paris climate goals, Villach needs new approaches, methods, processes and partnerships to direct private capital into sustainability-oriented investments.
Goals and innovative content compared to the state of the art / state of knowledge
The core idea for the innovation laboratory Villab is to accelerate the transformation process towards climate-neutral neighborhoods and to increase the climate-friendly effect of implementation measures. Assuming that the technological readiness of green-tech innovations is fundamentally available, the planned innovation laboratory should take care of increasing the integration maturity of climate-friendly technologies and services (improving the maturity of the urban system).
In the planned Villab, the first step is to support two essential city processes with sustainable urban development. Therefore the Villab will
(1) aid the expansion and strengthening of the innovation ecosystem in Villach and expansion of human resources for multi-stakeholder processes,
(2) develop and provide specific key processes (financing & subsidies, new business models, private law contracts, participation processes, information & campaigns),
(3) support the development of competencies and resources for innovative climate protection measures (buildings, energy, mobility, green & blue infrastructure, public space) and
(4) use digitalization and data management as a transparent basis for the simplification of processes and for the preparation of decision-making bases for all stakeholder groups.
Specifically, the Villab is designed to realize selected innovation districts in Villach.

Desired results and findings

The "Villab - Probe" project serves to check the feasibility of an urban innovation laboratory. Assuming positive feasibility, the exploratory project serves to deepen the relevant cooperation, to draw up a business plan for the future innovation laboratory and to apply for funding for the development and operation of the innovation laboratory in the next city of the future tender.
