Villach Fit 4 Urban Mission

Projektbeschreibung

Villach, die größte „e5“-Gemeinde Österreichs mit Goldstatus, baut auf einem soliden Fundament im Bereich Klima- und Umweltschutz auf. Sie ist national über den Städtebund, die Smart City Vernetzungsplattform und dem Green Tech Cluster gut vernetzt. Villach hat in mehrerer Partizipationsprozessen (unter anderem im FFG Projekt „Smart City Villach“) Strategiepapiere erarbeitet. Die Motivation im vorliegenden Projekt ist es den Umsetzungsprozess zu beschleunigen und Hemmnisse zu überwinden. Mit 24.2.2021 hat der Haupt- und Finanzausschuss sowie der Stadtsenat der Stadt Villach einstimmig (im Stadtsenat sind folgende Parteien vertreten: SPÖ, ÖVP, FPÖ) den Projekten VilFIT und Villab bzw. der Einreichung beim Förderprogramm „Stadt der Zukunft“ zugestimmt. Neben dem formal notwendigen Beschluss bedeutet dies – durch die Einstimmigkeit - dass alle Tätigkeitsbereiche der Stadt Villach von diesem Beschluss umfasst sind.
Ziel der F&E-Dienstleistung laut der Ausschreibung ist es, österreichische Städte darauf vorzubereiten Strategien, Maßnahmen und den notwendigen Kapazitätsaufbau für die Erreichung der Klimaneutralität zu entwickeln. Der Transformationsprozess zur Klimaneutralität basiert auf drei Prinzipien: (1) einem ganzheitlichen Ansatz zur Förderung von Innovation und Entwicklung, (2) einer Matrix integrierter und mehrstufiger Steuerung und (3) einer intensiven und kontinuierlichen Zusammenarbeit aller Beteiligten.
Das Projekt wird vorhandene Maßnahmen und Technologien zur Umsetzung bringen. Wesentliche Innovationen dabei sind: Die Einbindung der Bevölkerung über soziale Innovation durch personen-/zielgruppenspezifische Kommunikationsprozesse. Ein holistischer Ansatz wird verwendet, damit Klimamaßnahmen nicht zur Verschlechterung anderer Nachhaltigkeitsindikatoren führen. Von der Stadt Villach werden bedarfsorientierte kommunale Lösungspakete für einzelne Klimamaßnahmen angeboten. Im Partizipationsprozess werden Schlüsselhandlungsfelder identifiziert und für diese Koordinatoren und Botschafter benannt, die sich um diesen Wirkungsbereich kümmern, ihn vorantreiben sowie nach außen tragen. Künstler und Kulturschaffende werden zu Klimaaktionen angeregt werden.
Am Ende des Projektes liegen der Struktur- und Kapazitätsplan, die Strategiepapiere und die Kooperationen sowie die persönlichen Vernetzungen vor, die die Basis für eine mögliche Teilnahme an der urbanen Mission von Horizont Europe bilden. Eine Teilnahme an den Ausschreibungen der europäischen Kommission zu den „100 Climate neutral Cities by 2030“ mit strategischen/operativen Stakeholdern des Projektes wird diskutiert. Es ist ein „Lokales Commitment“ geplant, welches auf Basis der Kriterien der urbanen Mission der EC aufgesetzt wird und von den beteiligten Stakeholdern unterfertigt wird. Im besten Fall gelingt es, ein Projekt einzureichen.

Abstract

Being the largest “e5” municipality of gold status standing in Austria, the city of Villach has already developed a solid base in the field of climate and environmental protection. Villach has also built a strong national network by its membership in the Austrian Association of Cities, the Smart City Platform and the Green Tech Cluster. By a number of public participation processes (including the FFG-funded project “Smart City Villach”), Villach has drafted various strategic documents. The motivation in this project is to accelerate their implementation and to surmount the barriers in the latter. On February 24th 2021, the Main and Finance Committee as well as the Senate of the city of Villach unanimously (the following parties are represented in the City Senate: SPÖ, ÖVP, FPÖ) approved the projects VilFIT and Villab for submission within the "City of the Future" Funding Programme. Along with being formally required, this resolution, moreover unanimous, ensures the involvement of all activity areas in the city of Villach.
The aim of the R&D service according to tender is to prepare Austrian cities for developing strategies, measures and the necessary capacity building to achieve climate neutrality. The transformation process towards climate neutrality is based on three principles: (1) a holistic approach to promoting innovation and development, (2) a matrix of integrated and multi-level steering, and (3) intensive and ongoing cooperation among all parties involved.
The project will drive existing measures and technologies into implementation. It encompasses following main innovations: involvement of the general public by social innovation through person-/target-group-specific communication processes. A holistic approach is employed, in order to prevent climate action entailing a deterioration of other sustainability indicators. The city of Villach offers municipal solution packages for individual climate measures accorded with actual demand. In the participation process, key activity areas are identified, and coordinators and ambassadors are appointed for them, focusing on each area, pushing project ideas and disseminating key subjects. Artists and cultural workers will be also encouraged to take part in and to promote climate action.
At the end of the project, the Structure and Capacity Plan, the respective Strategies and cooperation partners as well as the personal networks are available, as the basis for a prospective participation of Villach in the Urban Mission of Horizon Europe. Participation in the tenders of the European Commission for the "100 Climate neutral Cities by 2030" with strategic / operational stakeholders of the project is discussed. A “local commitment” is envisaged, arranged upon the EC Urban Mission criteria and signed by the stakeholders involved.
