Gesamtstädtische Energie- und Klimastrategie der Stadt Dornbirn als Grundlage der Erreichung einer Klimaneutralität 2030

Projektbeschreibung

Ausgangslage
Wie aus den e5- und European Energy Award- Auszeichnungen ersichtlich, hat die Stadt Dornbirn bereits ein langjährig bewährtes, wirkungsvolles und umsetzungsstarkes Energie- und Umweltprogramm (DUP), welches maßgeblich auf dem Umweltleitbild sowie den Potentialerhebungen aus dem e5-Programm basiert. Daraus resultierten eine Reihe von Projekten, die die Stadt im Bereich Klimaschutz und Energieeffizienz bereits deutlich weiterentwickelt hat. Im Bereich der kommunalen Gebäude und Anlagen verfügt die Stadt über hochwertiges Datenmaterial.
Problemstellung
Derzeit liegen jedoch noch keine belastbaren, verräumlichten Datengrundlagen des gesamten Stadtgebiets und somit keine valide Energie- und CO2-Bilanz vor, womit das Thema Monitoring eine große Herausforderung darstellt, v.a. im Bereich der Wirkungsmessung umgesetzter Maßnahmen. Dies ist jedoch von zentraler Bedeutung, um die vorhandenen Ressourcen möglichst effizient einzusetzen. Die Stadt hat neben den Leitsätzen des Umweltleitbilds bisher noch keine strategischen, quantifizierten Zielsetzungen zum Klimaschutz definiert. Auch die Landeszielsetzungen der Energieautonomie Vorarlberg wurden bisher noch nicht auf die Stadt heruntergebrochen.
Zielsetzung und Innovationsgehalt
Ein zentrales Ziel des Projekts ist es demnach, über einen Energiemasterplan erstmals detaillierte Kenntnisse des Energieverbrauchs, der Energieverbrauchsströme und der Energiepotentiale inkl. Verräumlichung im gesamten Stadtgebiet erlangen.
Aufbauend auf diesen Datengrundlagen sollen verschiedene Szenarien entwickelt werden, die mögliche Entwicklungen der Stadt (vorerst) bis 2030 abbilden. In weiterer Folge wird die Grundlage für eine auf die Vision Klimaneutralität 2030 ausgerichtete Energie- und Klimastrategie mit ambitionierten quantitativen Energie- und Klimaschutzzielen für das Stadtgebiet vorbereitet. Mittels unterschiedlicher Beteiligungsformate (Expert*innen, Bevölkerung, zentrale Stakeholder) wird eine breite Absicherung des Ergebnisses sichergestellt. Erkenntnisse aus aktuellen Prozessen in der Stadtplanung (z.B. die laufende Entwicklung des Stadtentwicklungsplanes (Räumlicher Entwicklungsplan)) und beim Land Vorarlberg (Programm Energieautonomie, Wärmestrategie) werden ebenfalls in der Strategie berücksichtigt. Dadurch sollen die bisherigen Klimaschutz-Programme der Stadt (Dornbirner Umweltprogramm, e5 Programm/European Energy Award) weiterentwickelt werden.
Weiters werden die Zwischenziele 2030 der Energieautonomie und deren strategische Handlungsfelder auf die städtische Realität übersetzt, womit eine Grundlage für alle anderen Vorarlberger Gemeinden geschaffen wird. Auch das Monitoring der Energieautonomie (KPIs) soll erstmals auf Gemeindeebene heruntergebrochen werden.

Für die Hinwirkung auf die angestrebte Vision Klimaneutralität 2030 wird es notwendig sein neben dem etablierten DUP die Verwaltung hinsichtlich Kapazitäten und Struktur weiterzuentwickeln. Die Rolle einer Vorreitergemeinde im e5-Programm sowie des European Energy Award möchte die Stadt Dornbirn durch eine Teilnahme an der EU Mission „100 Climate-neutral Cities by 2030“ weiter ausbauen.

Abstract

Starting position
As can be seen from the e5 and European Energy Award awards programme, the city of Dornbirn already has an effective energy and environmental program (DUP) that has proven itself over many years, which is largely based on the environmental programme and the potential analysis from the e5 program. This has resulted in a number of projects that the city has already significantly further developed in the area of ​​climate protection and energy efficiency. The city has high-quality data on municipal buildings and facilities.

Problem definition
At the moment, however, there are no reliable, spatialized data bases for the entire urban area and therefore no valid energy and CO2 balance, which makes the subject of monitoring a major challenge, especially in the area of ​​measuring the impact of implemented measures. However, this is of central importance in order to use the available resources as efficiently as possible. In addition to the guiding principles of the environmental model, the city has not yet defined any strategic, quantified goals for climate protection. The state objectives of energy autonomy Vorarlberg have not yet been broken down to the city.

Goal setting and innovation content
A central goal of the project is therefore to obtain detailed knowledge of energy consumption, energy consumption flows and energy potentials including spatialization in the entire urban area for the first time using an energy master plan.
Based on this data base, various scenarios are to be developed that map possible developments in the city (for the time being) up to 2030. Subsequently, the basis for an energy and climate strategy based on the vision of climate neutrality 2030 with ambitious quantitative energy and climate protection targets for the urban area will be prepared. Using different participation formats (experts, population, central stakeholders), a broad safeguarding of the result is ensured. Findings from current processes in urban planning (e.g. the ongoing development of the urban development plan (spatial development plan)) and the state of Vorarlberg (energy autonomy program, heating strategy) are also taken into account in the strategy. This is intended to further develop the city's previous climate protection programs (Dornbirn environmental program, e5 program / European Energy Award).
Furthermore, the interim goals 2030 of energy autonomy and their strategic fields of action will be translated into urban reality, creating a basis for all other Vorarlberg communities. The monitoring of energy autonomy (KPIs) is also to be broken down for the first time at community level.
In order to work towards the desired vision of climate neutrality 2030, it will be necessary to further develop the administration in terms of capacities and structure in addition to the established DUP. The city of Dornbirn would like to further expand the role of a pioneering community in the e5 program and the European Energy Award by participating in the EU mission “100 Climate-neutral Cities by 2030”.
