Projektbeschreibung

Klimawandel findet sta(d)tt und schreitet nicht zuletzt auch in Graz durch anhaltende THG-Emissionen voran. Jährlich werden in Graz (je nach Art der Berechnungsmethode) zwischen 1,17 und 2,77 Mio. t CO2eq emittiert. Um das 2°C Ziel des Pariser Abkommens zu erreichen verbleibt bis 2050 ein Treibhausgasbudget von 42,75 Mio. t CO2eq und es bedarf einer jährlichen Emissionsreduktion von durchschnittlich 5,6 %. Damit steht die Stadt Graz, wie viele andere Städte auch, vor enormen Herausforderungen. Die zur langfristigen Sicherung einer hohen Lebensqualität notwendigen Emissionseinsparungen können nur durch strukturelle Veränderungen und weitreichende Maßnahmen erzielt werden.

Mit dem Projekt KING – Klimainnovationsstadt Graz werden jene strategischen Weichenstellungen für die Umsetzung von Klimaschutzmaßnahmen gestellt, die effektiv genug sind um das Ziel der Klimaneutralität zu erreichen. Im Rahmen von KING werden in einem umfassenden Beteiligungsprozess Ziele, Visionen, Strategien und Maßnahmen für ein klimaneutrales Stadtgebiet sondiert und erarbeitet.

Mit der Erstellung eines Klimaschutzplans bis Mitte 2021 wird bereits ein zentraler Grundstein zur Erreichung der Klimaneutralität in Graz gelegt. KING baut auf diesem Klimaschutzplan auf und entwickelt und spezifiziert die darin definierten Maßnahmenschwerpunkte in einem umfassenden Beteiligungs- und Konsultationsprozess weiter. Dieser wird gemeinsam mit ExpertInnen (Verwaltung, Wissenschaft und Wirtschaft) und der interessierten und betroffenen Öffentlichkeit durchgeführt. Zur Sondierung der Maßnahmen werden unterschiedliche Technologie und Serviceinnovationen untersucht, bewertet und priorisiert. Um die Prozessqualität zu sichern wird zusätzlich eine wissenschaftliche Begleitung durch das Wegener Center für Klima und Globalen Wandel der Universität Graz durchgeführt.

Das Resultat dieses Prozesses ist ein Maßnahmenkatalog, der im darauffolgenden Schritt mittels eines Umsetzungs-, Finanzierungs- und Kapazitätsplans zu einer Roadmap weiterentwickelt wird. Darüber hinaus sondiert KING die Möglichkeiten zur Realisierung der Klimaneutralität auf Quartiersebene anhand eines Modellquartiers. Zur Auswahl stehen zwei Quartiere, die beide in den Grazer Smart City Zielgebieten positioniert sind und damit gemäß dem STEK 4.0 schon jetzt eine energieeffiziente, ressourcenschonende und emissionsarme Entwicklung anstreben: der Bildungscampus Reininghaus (Neubauquartier) sowie die MySmartCityGraz (Bestandsüberbauung und Neubau). Für eines der beiden Quartiere wird ein Maßnahmen- und Umsetzungsplan erarbeitet. Die Resultate dieser gesamten Forschungs- und Entwicklungsarbeit bilden die Basis für eine strategische Vorbereitung einer Einreichung zur Urban Mission „100 climate-neutrale cities“ im Horizon Europe Programm.

Flankiert wird der oben dargestellte Prozess durch umfassende Maßnahmen der Öffentlichkeitsarbeit und der Bewusstseinsbildung. KING bildet damit die Basis für eine Klimainnovationsstadt und bereitet den Weg zur Klimaneutralität vor.

Abstract

Climate change takes place and is progressing also in the city of Graz due to persistent GHG emissions. Between 1.17 and 2.77 million t CO2eq are emitted annually in Graz (depending on the type of calculation method used). In order to reach the 2°C target of the Paris Agreement, a GHG budget of 42.75 million t CO2eq remains until 2050 and an annual emission reduction of 5.6% on average is required. That means that the city of Graz faces, like all other cities, enormous challenges. The emission reduction necessary to ensure a high quality of life will only be achieved through profound structural changes and comprehensive measures.

The project KING - Climate Innovation City Graz (“KlimaINnovationsstadt Graz”) sets the strategic course for an effective implementation of climate protection measures in order to achieve the goal of climate neutrality. Within the framework of KING, goals, visions, strategies and measures for a specific climate-neutral city area will be explored and developed within a comprehensive participation process.

However, with the creation of a climate protection plan for Graz by mid-2021, a central cornerstone for achieving climate neutrality has already been laid. KING builds upon this climate protection plan and further develops and specifies the key measures in a participatory involvement and consultation process. This process will be carried out in cooperation with experts (administration, science and business) as well as the interested and affected public. To explore the measures, different technology and service innovations are examined, evaluated and prioritised. In order to ensure a high quality of the whole process, the Wegener Center for Climate and Global Change provides scientific support. The result of this process is a catalogue of measures, which will be transposed into a roadmap by means of an implementation, financing and capacity plan. Moreover, KING explores possibilities for realising climate neutrality at an urban district level using a model neighbourhood. Therefore, two neighbourhoods are available for selection. Both of them are positioned in the Smart City target areas of Graz and thus already strive for energy-efficient, resource-saving and low-emission development in accordance with the STEK 4.0: the Reininghaus education campus (new building neighbourhood) and MySmartCityGraz (existing development and new building). In the course of KING, an action and implementation plan will be developed for one of the two quarters. The results of this entire research and development work will form the basis for a strategic preparation of a submission to the Urban Mission "100 climate-neutral cities" within the Horizon Europe Programme.

Finally, there will be comprehensive public relations and awareness-raising measures. KING thus forms the basis for a climate innovation city and prepares the way for climate neutrality in Graz.
