Projektbeschreibung
Mit der Mission „Klimaneutrale Stadt“ setzten Pionierstädte ein klares Zeichen um das von der Bundesregierung vorgegebene Ziel der Klimaneutralität 2040 zu erreichen. Öffentliche Gebäude nehmen dabei eine Schlüsselrolle ein. Die thermische Sanierung ist einer der Hebel zur Erreichung der Klimaziele.
Plan-Do-Check-Act for Future
Im Rahmen der Sondierung soll ein multifunktionales Planungs- und Bewertungsinstrument für Pionier(klein)städte geschaffen werden, das einerseits auf den Klimaneutralitätsfahrplan der Stadt aufbaut sowie erstmalig alle direkten und indirekten Auswirkungen und Einflüsse auf das unmittelbare Umfeld (z.B. Stadtviertel) konsolidiert und bewertet.
Diese Bewertung dient als eine wesentliche Entscheidungsgrundlage für das geplante Sanierungs-/Umsetzungsvorhaben. Konkret geht es um die Hannes-Bammer-Sporthalle, das Einzelobjekt mit der höchsten Stromrechnung (über 60k pro Jahr) der Stadt. Sie wurde 1978 errichtet und wird seitdem als Spiel- und Trainingsstätte von zahlreichen Vereinen in Bruck genutzt. Eine bereits erfolgte Vorab-Begehung hat gezeigt, dass ein Neubau an einem anderen Ort, kurzfristig vermutlich die günstigere Lösung wäre, aber unter der Berücksichtigung der Umwegrentabilität für die Innenstadt, erscheint eine Sanierung bzw. ein Neubau am aktuellen Standort langfristig wirtschaftlicher - und vor allem nachhaltiger.
Um die Hürde der hohen Investitionskosten zu verringern sind innovative Finanzierungsmodelle gefragt, welche die Belastung für die Stadt über mehrere Jahre verteilen, idealerweise die Energie-Einsparungen als Investition in die Baukosten uminterpretieren und so eine risikoarme Finanzplanung unterstützen. Diese Modelle sollen auch für andere Vorhaben der Stadt Anwendung finden und für andere (Pionier)Städte replizierbar sein.
Im Rahmen der gegenständlichen Sondierung sollen am Beispiel der Sporthalle der Pionierkleinstadt Bruck an der Mur ein Bewertungsinstrument sowie ein Finanzierungsmodell erarbeitet werden.
Das prioritäre Ziel des Sondierungsprojekts PDCA4Future ist die Bewertung und Analyse der Durchführbarkeit der Sanierung und Umgebungsgestaltung rund um die Hannes-Bammer-Sporthalle. Dafür sollen die beiden im Rahmen der Sondierung entwickelten Instrumente zum Einsatz kommen:
- Bewertungs- und Planungsinstrument, welches im Kontext der Stadtentwicklung neue Maßstäbe setzen soll.
- Innovative Beteiligungsmodelle, wodurch ideale Voraussetzungen für die Finanzierung des zu entwickelnden Viertels geschaffen werden.
Ergänzend zu den Hauptzielen, verfolgt das Projekt die Erreichung folgender Teilziele
- Berücksichtigung des Klimaneutralitätsfahrplans der Stadt als - Basis für das Planungs- und Bewertungsinstrument
-faktenbasierte Entscheidung Neubau vs. Sanierung
- Priorisierung der Indikatoren auf Basis des Fahrplans
- Gewichtung der Indikatoren maßgeschneidert auf Fahrplan aufgesetzt
- Berücksichtigung des gesamten Umfelds bei Sanierungs- und Bauvorhaben - Integrative und nachhaltige Stadtplanung
- Einbindung der Nutzer:innen für die bedarfsgerechte Planung der Räumlichkeiten in der Sporthallte
- Fachübergreifende, verwaltungsinterne Workshops zur Verarbeitung der Interessen und Bedarfe der Nutzer:innen
- Entwicklung von Leitlinien für das neue Viertel im Hinblick auf Verkehr, Grünraum und Nachverdichtung
Abstract
Within the framework of the "Klimaneutrale Stadt" mission, pioneering cities are setting a clear example to achieve the federal government's goal of climate neutrality by 2040. The building sector plays a key role in this endeavor, with thermal renovation being one of the critical levers to achieve climate targets.
Plan-Do-Check-Act for Future
As part of the preliminary exploration, a multifunctional planning and assessment tool for pioneering (small) cities will be developed. This tool will build on the city's climate neutrality roadmap and, for the first time, consolidate and evaluate all direct and indirect impacts and influences on the immediate surroundings (e.g., neighborhoods). This assessment will serve as an essential decision-making basis for the planned renovation/implementation project.
Specifically, the project focuses on the Hannes-Bammer Sports Hall, the city's largest energy consumer (>60 000€ power bill per year). Built in 1978, it has been regularly used as a venue for games and training by numerous clubs in Bruck. A preliminary inspection revealed that constructing a new facility at a different location might be the cheaper short-term solution. However, considering additional factors such as downtown traffic frequency and indirect profitability, renovation or rebuilding at the current location appears to be more economically viable in the long term.
To mitigate the hurdle of high investment costs, innovative financing models are needed. These models should ideally spread the financial burden for the city over several years, reinterpret energy savings as investments in construction costs, and thus support low-risk financial planning. These models should also be applicable to other projects in the city and replicable for other (pioneer) cities.
In this context, the feasibility study for the renovation of the sports hall in the pioneering small city of Bruck an der Mur aims to develop both the planning and assessment tool and a financing model (in the form of a participation model), thereby evaluating or even enabling the feasibility of the planned renovation project.
The primary goal of the PDCA4Future feasibility study project is to evaluate and analyze the feasibility of the planned implementation project for the Hannes-Bammer Sports Hall. The two tools developed during the feasibility study will be employed for this purpose:
- A planning and assessment tool that aims to set new standards in the context of urban development.
- Innovative participation models that create ideal conditions for financing the newly developed district.
In addition to the main objectives, the project pursues the achievement of the following sub-goals:
- Consideration of the city's climate neutrality roadmap as the basis for the planning and assessment tool.
- Prioritization of indicators based on the roadmap
- Weighting of the indicators tailored to the roadmap
- Consideration of the entire environment in renovation and construction projects—integrative and sustainable urban planning.
Involvement of users for demand-oriented planning of the sports hall spaces.
- Interdisciplinary, internal administrative workshops to address the interests and needs of users.
- Development of guidelines for the new district concerning traffic, green spaces, and densification
