Projektbeschreibung

Bislang erwiesen sich die meisten Versuche, das Mobilitätssystem nachhaltiger zu gestalten, als Serie von Einzelmaßnahmen, die lediglich zu inkrementellen Änderungen führten. Dadurch bleiben die Wirkungen insgesamt zu gering, potenzielle Synergien zwischen verschiedenen Domänen (z.B. Mobilitäts-, Umwelt- und Gesundheitssektor) ungenutzt und Interventionen relativ ineffizient. Aus Vorprojekten zu ActNow liegen innovative Ergebnisse aus den Bereichen der Pendelmobilität, des (betrieblichen) Mobilitätsmanagements und der Gesundheitsförderung, der Förderung aktiver Mobilität bei Kindern bzw. Kinderbegleitwegen, sowie protypische Werkzeuge und Modelle für evidenzbasierte Planung und Politik vor. ActNow greift den großen Bedarf einer synergetischen Zusammenführung dieser Ansätze und die Überführung in marktnahe Produkte und Services auf, um damit eine nachhaltige und gesundheitsfördernde Mobilitätsverhaltensänderung zu erreichen.

Das Projekt ActNow adressiert Arbeitswege samt den damit häufig verbundenen Kinderbegleitwegen und den daraus entstehenden Einfluss auf die gesamte Personenmobilität unter Nutzung evidenzbasierter Planungstools. ActNow verfolgt somit einen innovativen, systemischen Ansatz zur Förderung des Umstiegs auf emissionsarme, energiesparende und bewegungsaktive Mobilitätsformen auf Arbeitswegen und berücksichtigt darüber hinaus das Potenzial von Fahrgemeinschaften, wo ein Umstieg auf aktive Mobilität bzw. den Umweltverbund nicht möglich bzw. nicht zumutbar ist.

Ziel von ActNow ist es, Potenziale aktiver und nachhaltiger Mobilität für das Individuum, für Unternehmen und Gemeinden darzustellen und die Grundlage für evidenzgestützte Beiträge zur Erreichung nationaler Umwelt-, Klimaschutz- und Gesundheitsziele zu leisten. Mit ActNow entstehen somit sowohl betriebs- als auch volkswirtschaftlich positive Wirkungen, die bereits in den Vorprojekten von ActNow quantifiziert wurden.

Dazu wird national und international erstmalig ein digitales Werkzeug entwickelt, das (1) auf Unternehmensebene das Potenzial für aktive Mobilität der ArbeitnehmerInnen auf Arbeitswegen aufzeigt, (2) den ArbeitnehmerInnen Alternativen und Optimierungsmöglichkeiten für ihre Alltagswege kommuniziert und sie (3) für die Wirkung des eigenen Mobilitätsverhaltens auf die Umwelt und (4) auf die eigene Gesundheit bzw. ggf. die Gesundheit der eigenen Kinder sensibilisiert.

Kernstück des Projekts ist ein webbasiertes Tool für das betriebliche Mobilitäts- und Gesundheitsmanagement, das im Rahmen umfangreicher Testräume in mehreren Unternehmen bzw. Gemeinden zum Einsatz kommt und in der Projektlaufzeit hinsichtlich tatsächlicher Wirkungspotenziale evaluiert wird. Im Projekt ActNow werden somit in innovativer Weise erstmalig Betriebliches Gesundheitsmanagement (BGM), Betriebliches Mobilitätsmanagement (BMM) und evidenzbasierte Planung gesamtheitlich betrachtet und Synergien genutzt, um Entwicklungen in Richtung nachhaltiger Mobilität voran zu bringen. Neben MitarbeiterInnen und Unternehmen wird auch die öffentliche Hand in einem strukturierten Prozess eingebunden, damit infrastrukturelle, regulatorische und fördertechnische Voraussetzungen für aktive Arbeitswege bestmöglich bereitgestellt werden können.

Die Partner von ActNow garantieren eine breite Ausrollung von ActNow, bereits in der Projektlaufzeit, aber vor allem auch zum Marktstart nach Ende des Projekts. Hier ist neben der IBG, einem der größten Unternehmen im Bereich des betrieblichen Gesundheitsmanagements in Österreich mit über 85.000 betreuten ArbeitnehmerInnen und dem Klimabündnis Österreich (u.a. mit mehr als 1.600 Klimabündnisbetrieben im Hintergrund) auch die AUVA (mit mehr als 3,1 Millionen ArbeitnehmerInnen in laufenden Beratungen) zu nennen. Darüber hinaus werden die Erkenntnisse aus ActNow über das interdisziplinär besetzte projektspezifische Policy Board aus Ministerien, Interessenvertretungen etc. in nationale und regionale Politikmaßnahmen und Strategien einfließen, um so systemische Relevanz bzw. einen größeren Hebel zu erreichen.

Abstract

So far, evidence indicates that most attempts to make the mobility system more sustainable have been a series of individual measures that have only led to incremental changes. As a result, the overall impact remains too small, potential synergies between different domains (e.g. mobility, environment and health sectors) remain unused and interventions are relatively inefficient. Pre-projects for ActNow have produced innovative results in the areas of commuter mobility, (corporate) mobility management and health promotion, the promotion of active mobility for children and accompanying children, and prototypical tools and models for evidence-based planning and policy. ActNow addresses the great need for a synergetic combination of these approaches and the transfer into market-oriented products and services in order to achieve a sustainable and health-promoting change in mobility behaviour.

The ActNow project addresses commuting to and from work, including the often associated child escort trips and the resulting impact on overall personal mobility using evidence-based planning tools. ActNow thus pursues an innovative, systemic approach to promote the switch to low-emission, energy-saving and active forms of mobility on the way to work and also takes into account the potential of carpools, where a switch to active mobility or other sustainable modes is not possible or reasonable.

ActNow's goal is to make the potential of active and sustainable mobility tangible for individuals, companies and communities and thus contributes substantially to achieving national environmental, climate protection and health goals. ActNow therefore has positive effects both from a business and economic perspective, as already quantified in ActNow's preliminary projects.

To this end, a digital tool is being developed for the first time nationally and internationally which (1) shows the potential for active mobility of employees on their way to and from work at company level, (2) shows employees alternatives and optimisation possibilities for their everyday journeys and (3) sensitises them to the effect of their own mobility behaviour on the environment and (4) on their own health or, where appropriate, the health of their own children.

The core of the project is a web-based tool for corporate mobility and health management, which will be used within the framework of extensive test rooms in several companies or communities and will be evaluated during the project period with regard to actual impact potentials. The ActNow project is the first to take an innovative and holistic approach to corporate health management (BGM), corporate mobility management (BMM) and evidence-based planning, and to use synergies to advance developments towards sustainable mobility. In addition to employees and companies, the public sector is also involved in a structured process so that infrastructural, regulatory and funding requirements for active commuting can be provided in the best possible way.

ActNow's implementation partners guarantee a broad roll-out of ActNow, already during the project duration, but especially for the market launch after the end of the project. In addition to IBG, one of the largest companies in the field of corporate health management in Austria with more than 85,000 supervised employees and Climate Alliance Austria (with more than 1,600 Climate Alliance companies in the background), AUVA (with more than 3.1 million employees in ongoing consultations) should also be mentioned here. In addition, the findings from ActNow will be incorporated into national and regional policy measures and strategies via the interdisciplinary project-specific Policy Board consisting of ministries, interest groups, etc., in order to achieve systemic relevance or greater leverage.
