Projektbeschreibung

Die nationalen Treibhausgas-Reduktionsziele für 2030 oder 2050 erscheinen zu oft unspezifisch für die Entwicklung eines Gefühls der persönlichen Verantwortung bei Bürgerinnen und Bürgern bzw. in Unternehmen und Institutionen, denn die bisherigen Bemühungen zur Förderung einer Transformation des Mobilitätsverhaltens waren weitgehend erfolglos. CARBON DIET knüpft an das Konzept eines individuellen Mobilitätskontos an, das im Vorgängerprojekt mobalance entwickelt wurde und entwickelt Testanwendungen aus bestehenden Komponenten, die den Suffizienzansatz in den Bereich des betrieblichen Mobilitätsmanagement und der Unterstützung individueller Verhaltensänderungsziele übertragen.
Hauptziel von CARBON DIET ist die Umsetzung und Testung des Konzepts suffizienter individueller Mobilitätskonten in einem konkreten Anwendungsfall mit hohem Wirkungspotenzial. Der konkrete Anwendungsfall betrifft das hohe Potenzial der CO2-Reduktion bei Dienstreisen und Dienstwegen, da in Österreich (laut „Österreich Unterwegs“) täglich gut 1,5 Mio. Dienstwege mit dem PKW zurückgelegt werden. Gleichzeitig bekennen sich immer mehr Unternehmen zur Umsetzung von Klimaschutzmaßnahmen. Mit einem Mobilitätskonto-Tool könnten Unternehmen CO2-Einsparungserfolge nicht nur quantifizieren, sondern konkrete Einsparungsziele festlegen.
Der Innovationsgehalt der Projekts besteht in 1) der Umsetzung eines innovativen, radikalen Lösungsansatzes zur Dekarbonisierung des Verkehrs in Form eines Mobilitätskontos, das die Folgen der Mobilitätsemissionen auf das Klima für individuelle Personen begreifbar macht und ihnen Handlungsspielräume zur selbstbestimmten Gestaltung innerhalb eines verträglichen Rahmens bietet, 2) der innovativen Verknüpfung technischer Komponenten in ein Testservice mit Plattform und mobiler Anwendung, für die Verwaltung von Mobilitätskonten, Messung des eigenen verkehrsbezogenen Emissionsmenge und die Unterstützung informierter Entscheidungen zur Reduktion der THG Emissionen sowie 3) der Umsetzung eines innovativen und multidimensionalen Untersuchungskonzepts im Rahmen von vier Anwendungs-Test Cases mit unterschiedlicher Ausrichtung, um einerseits den Einfluss von Lösungsansätzen mit Mobilitätskonten auf Mobilitätseinstellungen und Verhalten zu untersuchen und die klimaentlastende Wirkung einer Umsetzung in größerem Maßstab abzuschätzen, und andererseits die Basis für ein Mobilitätsmanagementtool zur Erhöhung der Klimaverträglichkeit und Effizienz der MitarbeiterInnen¬mobilität von Organisationen bzw. für persönliche Veränderungsziele mit potenziellen Anwendern gemeinsam zu entwickeln.
Das CARBON DIET Projektkonsortium vereint Projektpartner mit umfangreichen und sich ergänzenden Kompetenzen und langjähriger Erfahrung in allen relevanten Aspekten zur Transformation des Mobilitätssystems und der prototypischen Entwicklung relevanter Lösungsansätze, wodurch eine effiziente Erreichung der Projektziele sichergestellt ist. Die im Projekt geplanten Test Cases dienen auch der Überprüfung der Umsetzbarkeit in ein Produkt oder in Services. Ziel ist es, auf Basis der Erkenntnisse aus den Test Cases einen konkreten Umsetzungspfad zu definieren und die Rollen der Partner bei der Verwertung als Produkt festzulegen. Die Erkenntnisse aus den Test Cases liefern dabei den Wirksamkeitsnachweis der Anwendung, und die Erkenntnisse aus der umfassenden Nutzer- und Stakeholdereinbindung ermöglichen eine gezielte Anpassung an die Bedürfnisse der Anwender.

Abstract

The national greenhouse gas reduction targets for 2030 or 2050 usually appear too unspecific to develop a sense of personal responsibility among citizens or in companies and institutions, because previous efforts to promote a transformation in mobility behaviour have been largely unsuccessful. CARBON DIET build upon the concept of an individual mobility account developed in the previous project mobalance and develops test applications from existing components that transfer the sufficiency approach to the area of corporate mobility management and support for individual behavior change goals.
The main objective of CARBON DIET is to implement and test the concept of sufficient individual mobility accounts in a concrete application with high impact potential. The concrete application concerns the high potential for CO2 reduction in business trips, since in Austria (according to "Österreich Unterwegs") a good 1.5 million official off site work trips are covered daily by car. At the same time, more and more companies are committed to implementing climate protection measures. With a mobility account tool, companies could not only quantify the success of CO2 savings, but also set concrete savings targets.
The innovative aspects of the project are 1) the implementation of an innovative, radical approach to decarbonising transport in the form of a mobility account, thus making the consequences of mobility emissions on the climate comprehensible for individuals and offering them leeway for self-determined decisions within a tolerable framework, 2) the innovative composition of technical components into a test service with a platform and mobile application for the management of mobility accounts, measurement of their own transport-related emissions and the support of informed decisions to reduce GHG emissions, and 3) the implementation of an innovative and multi-dimensional research concept within the framework of four application test cases with different orientations, a) enabling to investigate the impact of solutions with mobility accounts on mobility attitudes and behaviour and to estimate the climate-reducing effect of a larger-scale implementation, and b) to provide the basis for a mobility management tool increasing climate neutral and efficient employee mobility of organizations
The CARBON DIET project consortium brings together project partners with extensive and complementary competencies and many years of experience in all relevant aspects of mobility system transformation and the prototypical development of relevant solution approaches, thus ensuring that the project goals will be efficiently achieved. The test cases planned in the project will also serve to verify the feasibility of the transformation into a product or services. The aim is to define a concrete implementation path based on the findings of the test cases and to determine the roles of the partners in the exploitation as a product. The findings from the test cases will provide proof of the application's effectiveness, and the insights gained from the comprehensive user and stakeholder involvement will allow for a targeted adaptation to the users' needs.
