Projektbeschreibung
Im Rahmen des Technology Collaboration Program (TCP) der Internationalen Energieagentur (IEA) für Smart Grids (ISGAN - International Smart Grids Action Network) beschäftigt sich Annex 7 (Smart Grids Transitions – on Institutional Change) mit institutionellen und soziotechnischen Fragenstellungen der Transition des Energiesystems mit Fokus auf Smart Grids. Als standing working group hat Annex 7 zum Ziel, internationale Erfahrungen und interdisziplinäre Forschungsaktivitäten zu Smart Grids zu bündeln, aufzubereiten und für Policy Maker in den Mitgliedsländern nutzbar zu machen.
Diese umfassen sozial-, wirtschafts- und geisteswissenschaftliche Forschung zu institutionellen Rah-menbedingungen der Transition, insbesondere zu Governance-Fragen sowie die Entwicklung von Prozessen zur breiten Partizipation relevanter gesellschaftlicher Gruppen am Smart Grids Transitionsprozess.
Durch die aktive Gestaltung der Aktivitäten im Annex 7 ist es möglich, die für Österreich relevanten Fragestellungen unter Einbindung von Expert*innen aus neun anderen Ländern zu bearbeiten und dadurch eine positive Kosten-Nutzen Relation herstellen zu können.
Das Projekt umfasst die Koordination des Annex als Operating Agent (Schwerpunkt auf Netzwerkerweiterung, Ausarbeitung von Konzepten zur strukturierten Einbeziehung der relevanten Akteursgruppen sowie Weiterentwicklung des Arbeitsplans), Disseminationstätigkeiten, die Leitung des Task 2 sowie Beiträge zu Task 1, Task 2 und Task 3 im Program of Work (PoW).
Dabei sollen seitens des AIT im Rahmen der bestehenden Taskstruktur Beiträge zu folgenden Themen bereitgestellt werden:
- Transition Processes and Pathways - Beitrag zu Task 1 im PoW
- Smart Reflexive Governance - Transformative Innovation Policy – Leitung und Beitrag zu Task 2 im PoW
- Smart Grid Transitions and Institutionalizations – market formation and consumers – Beitrag zu Task 3 im PoW
Das erarbeitete Wissen wird in Form von Beiträgen zu Workshops, Webinaren, Policy Briefs und anderen Disseminationskanälen, die innerhalb von ISGAN zur Verfügung stehen, für Entscheidungsträger*Innen im Bereich der Energie- und Klimapolitik formuliert und durch geeignete Vernetzungsakti-vitäten zur Dissemination der Ergebnisse (zB. über die LinkedIn Discussion Group – Smart Grid Transition) in Österreich sowie international verbreitet.
Abstract
As part of the Technology Collaboration Program (TCP) of the International Energy Agency (IEA) for Smart Grids (ISGAN - International Smart Grids Action Network), Annex 7 (Smart Grids Transitions - on Institutional Change) deals with institutional and socio-technical issues relating to the transition of the energy system Focus on smart grids. As a standing working group, Annex 7 aims to pool international experience and interdisciplinary research activities on smart grids, process them and make them usable for policy makers in the member countries.
These include social, economic and humanities research on the institutional framework of the transition, in particular governance issues, and the development of processes for the broad participation of relevant social groups in the smart grid transition process.
The active agenda-setting of activities in Annex 7, enables the work on issues of particular interest to Austria with international involvement and exchange of experts from nine other countries to thus establish a positive cost-benefit ratio.
The project includes the coordination of the Annex as Operating Agent (focus on network expansion, elaboration of concepts for the structured inclusion of the relevant actor groups and further develop-ment of the work plan), dissemination activities, the management of Task 2 and contributions to Task 1, Task 2, and Task 3 in the Program of Work (PoW).
AIT should provide contributions on the following topics within the framework of the existing task structure:
- Transition Processes and Pathways: Contribution to Task 1 in the PoW
- Smart Reflexive Governance - Transformative Innovation Policy: Management and contribution to Task 2 in the PoW
- Smart Grid Transitions and Institutionalizations - market formation and consumers: Contribution to Task 3 in the PoW
The knowledge gained is synthesized in the form of contributions to workshops, webinars, policy briefs and other channels available within ISGAN. These are targeted at and made available to decision-makers in the field of energy and climate policy. Results are disseminated through suitable networking activities and communication of results (e.g. via the LinkedIn Discussion Group - Smart Grid Transition) in Austria and internationally.
