Projektbeschreibung

Ausgangssituation und Motivation

• Gap 1: Dringende Notwendigkeit der Umsetzung konkreter Maßnahmen zum Klimaschutz
Es bedarf innovativer, teils disruptiver Änderungen im Transportsystem, um einen aktiven Beitrag zum Klimaschutz leisten zu können.

• Gap 2: Fehlende Digitalisierung am Weg zur Transportlogistik 4.0
Es bedarf der Bereitstellung offener Tools, die eine horizontale und vertikale, digitale Vernetzung zwischen den Akteuren einer Transportkette und im Logistiknetzwerk ermöglichen.

• Gap 3: Beitrag zur Weiterentwicklung und schrittweisen Implementierung des Physical Internets
Es bedarf der Demonstration und Schaffung von Best Practice-Beispielen, um zu beweisen, dass kooperative Logistik ökologische, ökonomische und soziale Vorteile bringt.

PhysICAL wird die drei genannten Gaps durch folgende Maßnahmen verringern:

- Entwicklung digitaler und offener Plattformen zum gegenseitigen, vertrauensvollen Datenaustausch (Pilot offene Plattform und SupplyChain3.0)
- Entwicklung neuartiger Transporteinheiten, um einen Modal Shift sowie eine verkehrsträgerübergreifende und horizontale Kooperation zu realisieren (Pilot smarte Holzlogistik und die neue letzte KEP-Meile)
- Entwicklung echtzeit-basierter Planungsmethodiken, um synchromodale Transporte zu ermöglichen (Pilot Plattform und Digitaler Zwilling)

Ziel

Ziel des Leitprojekts PhysICAL (Physical Internet through Cooperative Austrian Logistics) ist, bis zum Jahr 2024 mittels vier Piloten in unterschiedlichen Branchen zu demonstrieren, dass kooperative Logistik

1. Verladern und der Transportwirtschaft in Österreich ökonomische Vorteile und
2. der österreichischen und europäischen Gesellschaft ökologische und sozioökonomische Nutzen bringt.

Die vier Piloten werden durch einen Digitalen Zwilling des österreichischen Transportnetzwerks begleitet, der einerseits eine Bewertung von geplanten und gesetzten Maßnahmen zulässt und andererseits eine synchromodale Transportplanung ermöglicht. Stakeholder der Logistikbranche in Österreich sollen dadurch zu (verstärkter) Kooperation animiert werden.

Die ökonomischen Vorteile sind konkret:

• erwartete Transportkostensenkungen bis zu 10% durch Konsolidierung von Transporten (in Pilot Plattform, Pilot smarte Holzlogistik, Pilot KEP, Pilot Supply Chain 3.0)
• signifikante Vereinfachung und Verkürzung des intermodalen Buchungsvorganges (bis zu 70% schneller) durch offene Plattform
• erhöhte Wettbewerbsfähigkeit der Schiene durch den Einsatz von kooperativ genutzten Behältern im Kreislaufsystem (in Piloten KEP & Holzlogistik) und somit Reduktion der Transportkosten
• reduzierte Logistik-Prozesskosten (bis zu 30%) durch Nutzung der offenen Plattform sowie der Behälter
• geringere Umschlagszeiten (bis zu 50%) durch verbesserte Planung im Rahmen der offenen Plattform
• reduzierte Leerfahrten (bis zu 15%) Nutzung der offenen Plattform und Supply Chain 3.0 Ansatz
• Verbesserung der Resilienz des gesamten Netzwerkes und somit der Sicherheit und Qualität der Transporte durch den Digitalen Zwilling
• Unterstützung bei der Herstellung von fairen Wettbewerbsbedingungen im intermodalen Transport durch Gleichstellung und Einbindung aller Verkehrsträger
• einfache Möglichkeit für KMU, durch den Piloten Supply Chain 3.0 am globalen eCommerce teilzunehmen

Konkrete sozio-ökonomische und gesellschaftliche Effekte werden sein:

• Senkung von relevanten Treibhausgasemissionen je Pilot um 10-15% durch in den Piloten definierte Maßnahmen, die als relevant für die Europäische Umweltagentur EEA gelten
• Beitrag zur Strategie für ein „klimaneutrales Österreich im Jahr 2050“ durch Umsetzung aller Piloten bis zum Jahr 2024
• Vertrauensbildung in kooperative Logistiknetzwerke in Österreichs Unternehmen durch Disseminierung der Ergebnisse in die breite Öffentlichkeit
• Weitreichende nationale als auch internationale Sichtbarkeit als Leitprojekt durch Disseminierung der Ergebnisse in die breite Öffentlichkeit und Kooperation mit anderen Projekten (Synchronizität zu anderen Projekten)
• Beitrag zur Sicherstellung der Versorgung mit Gütern und Dienstleistungen (durch Pilot KEP)

Wichtigste Ergebnisse:

• Weiterentwickelte, offene, intermodale Transport-Management- Plattform und deren Demonstrationsbetrieb
• entwickelte Prototypen eines kooperativ genutzten Container-Tragegebindes für Holz und hierdurch Transportverlagerung von der Straße auf die Schiene und dessen Demonstrationsbetrieb
• „SupplyChain3.0“ und dessen Demonstrationsbetrieb
• Demonstrationsbetrieb einer kooperativen white-Label-KEP-Zustellung
• Demonstrationsbetrieb von kooperativ nutzbaren, intelligenten Paketboxen
• generierter Digitaler Zwilling von Teilen des österr. Transportnetzwerkes und dessen Demonstrationsbetrieb

Abstract

Initial situation and motivation

- Gap 1: Urgent need to implement concrete climate protection measures
Innovative, even disruptive changes in the transport system are required in order to make an active contribution to climate protection.

- Gap 2: Lack of digitisation on the way to transport logistics 4.0
There is a need to provide open tools that enable horizontal and vertical digital networking between the actors in a transport chain and in the logistics network.

- Gap 3: Contribution to the further development and gradual implementation of the Physical Internet
Demonstration and best practice examples are needed to prove that cooperative logistics brings environmental, economic and social benefits.

PhysICAL will reduce these three gaps through the following measures:

- Development of digital and open platforms for mutual, trusting data exchange (Pilot open platform and SupplyChain3.0)
- Development of new types of transport units to implement a modal shift as well as intermodal and horizontal cooperation (pilot smart timber logistics and the new last CEP mile).
- Development of real-time-based planning methodologies to enable synchromodal transports (Pilot Platform and Digital Twin)

Goals

The goal of the flagship project PhysICAL (Physical Internet through Cooperative Austrian Logistics) is to use four pilots in different sectors to demonstrate by 2024 that cooperative logistics offers

1. economic advantages for shippers and the transport industry in Austria, and
2. brings ecological and socio-economic benefits to Austrian and European society.

The four pilots will be accompanied by a digital twin of the Austrian transport network, which on the one hand allows an evaluation of planned and set measures and on the other hand enables a synchromodal transport planning. Stakeholders of the logistics sector in Austria should thus be encouraged to (intensify) cooperation.

The economic advantages are concrete:

- expected transport cost reductions of up to 10% through consolidation of transports (in pilot platform, pilot smart timber logistics, pilot KEP, pilot supply chain 3.0)
- significant simplification and shortening of the intermodal booking process (up to 70% faster) through an open platform
- Increased competitiveness of the railways through the use of cooperatively used containers in the closed-loop system (in Piloten KEP & wood logistics) and thus reduction of transport costs
- Reduced logistics process costs (up to 30%) through use of the open platform and containers
- shorter turnaround times (up to 50%) due to improved planning within the framework of the open platform
- reduced empty runs (up to 15%) use of the open platform and supply chain 3.0 approach
- Improvement of the resilience of the entire network and thus of the security and quality of the transports by the Digital Twin
- Support for the creation of fair competitive conditions in intermodal transport through equality and integration of all modes of transport
- easy opportunity for SMEs to participate in global eCommerce through the Supply Chain 3.0 pilot

Concrete socio-economic and social effects will be:

- Reduction of relevant greenhouse gas emissions per pilot by 10-15% through measures defined in the pilots that are considered relevant for the European Environment Agency (EEA).
- Contribution to the strategy for a "climate-neutral Austria in 2050" by implementing all pilots by 2024.
- Building trust in cooperative logistics networks in Austrian companies by disseminating the results to the general public
- Extensive national as well as international visibility as a lead project through dissemination of the results to the general public and cooperation with other projects (synchronicity with other projects)
- Contribution to securing the supply of goods and services (through pilot CEP)

Most important results:

- Further developed, open, intermodal transport management platform and its demonstration operation
- developed prototypes of a co-operatively used container for wood and thereby shifting transport from road to rail and its demonstration operation
- SupplyChain3.0" and its demonstration operation
- Demonstration operation of a collaborative white-label KEP delivery
