IEA-PVPS Task 12 – PV Umwelt, Gesundheit und Sicherheit

Projektbeschreibung

Die Österreichische Photovoltaik-Wirtschaft zeichnet sich dadurch aus, dass sie sich mehr und mehr zu einer Zulieferindustrie entwickelt, die internationale Zell- oder Modulproduzenten beliefert. Umso wesentlicher ist daher die aktive Mitarbeit in internationalen Photovoltaik Netzwerken. IEA-PVPS ist das bedeutendste derartige Technologienetzwerk, die aktive österreichische Mitarbeit darin besteht seit 1993.
Ziel des IEA PVPS Task 12 ist es, internationale Zusammenarbeit im Bereich der Umweltwirkung von Photovoltaik (PV) zu unterstützen. Dazu gehören Erstellung und Dissemination von verlässlichen Informationen zu Umwelt, Gesundheit und Sicherheit, sowie aller Dimensionen der Nachhaltigkeit über den gesamten Lebenszyklus der PV an Öffentlichkeit und Entscheidungsträger. Die Basis dazu wird in 4 Subtasks entwickelt:
Subtask 1: Recycling of Manufacturing Waste and Spent Modules, Subtask 2: Life Cycle Assessment (LCA), Subtask 3: Safety in Facilities, Subtask 4: Information Dissemination
Schwerpunkte sind Methodenentwicklung und Datenerstellung für LCAs, Harmonisierung von Methoden, die Erstellung von Leitfäden etc. Themen wie Recycling, das im Falle der PV-Modul noch nicht letztgültig geklärt ist, Leaching, das aktuell weder qualitativ noch quantitativ genau darstellbar ist und die Berücksichtigung von soziökonomischen Faktoren werden in den kommenden Jahren eine wichtige Rolle in der Arbeit des Task 12 spielen.
Die Überleitung der Erkenntnisse aus dem IEA-PVPS Programm, Subtask 4, erfolgt am Institut für Erneuerbare Energie durch aktive Pflege eines nationalen PV Netzwerks, das durch Leitung der österr. Technologieplattform Photovoltaik, Organisation der österreichischen PV Fachtagungen, Mitarbeit bei PV Austria, Initiierung von F&E Projekten sowie durch Versendung von IEA-PVPS-Newslettern und diversen anderen Aktivitäten dauerhaft sichergestellt ist. Darüber hinaus stellt die Mitarbeit im IEA PVPS-Exekutiv Komitee sowie in Task 1 des Programmes durch den Institutsleiter Hubert Fechner, eine wertvolle Synergie dar. In Zukunft wird auch die Vernetzung mit Task 15 im Bereich der umweltrelevanten Themenbereiche eine wichtige Rolle spielen. Die Projektleiterin Susanne Schidler, Senior Researcherin am Institut, ist zudem an der Fachhochschule Technikum Wien und der Universität für Bodenkultur im Bereich Technikbewertung, Nachhaltigkeit und Lebenszyklusanalysen als Lektorin tätig.

Abstract

Austria’s PV Industry is characterised by being a supply industry for global industry of module producers respectively system designers. (encapsulation, wiring, sputtertargets, inverters, batteries, …)
Active participation in the most important international PV network IEA-PVPS is therefore essential, Austria has been member since the beginning in 1993.
The aim of Task 12 is to foster international collaboration in the field of environmental impacts of PV. That includes the dissemination of reliable information on environment, health and safety as well as sustainability aspects along the whole lifecycle of PV.
The work is based on 4 modules:
Subtask 1: Recycling of Manufacturing Waste and Spent Modules,
Subtask 2: Life Cycle Assessment (LCA),
Subtask 3: Safety in Facilities,
Subtask 4: Information Dissemination
The Austrian contribution will address LCA, sustainability and dissemination, as well as socioeconomic sustainability.
Task 12 focuses on methodology and data compilation for LCA and harmonisation of methodologies. The main target is to quantify environmental impacts and to compare these impacts with those of other technologies. Special Focus will be laid on Leaching and Recycling. To consider sustainability aspects requires interdisciplinary expertise – which is given at the department for Renewable Energy at the University of applied sciences Technikum Vienna.
The activities involve the preparation of information for the participation in 2 meetings per year and contribution to the status reports.
The transition of the results of IEA-PVPS to the Austrian stakeholders in industry, research and to authorities is secured by leading the Austrian technology platform Photovoltaic, the organisation of the Austrian PV Conferences, collaboration with the national PV-Association, initiatives for new projects, as well as by sending out newsletters and some other network activities.
