Projektbeschreibung
Ausgangssituation, Problematik und Motivation
Akute Naturereignisse (z. B. Hochwasser), langandauernde Krisen (z. B. Pandemien) und klimabedingte Extremereignisse zeigen, dass ältere, zu Hause lebende Menschen von behördlichen Warn- und Informationssystemen häufig verspätet oder unzureichend erreicht werden. Besonders betroffen sind alleinlebende Frauen ab 65 Jahren, die überdurchschnittlich häufig von sozialer Isolation, gesundheitlichen Einschränkungen, eingeschränkter Mobilität und geringer digitaler Erreichbarkeit betroffen sind. Krisenkommunikation erfolgt überwiegend digital, abstrakt und geschlechtsneutral. Lebenslagenbezogene Unterschiede in Ressourcen, Unterstützungsnetzen und Informationszugängen bleiben häufig unberücksichtigt.
Vor dem Hintergrund des KIRAS-Schwerpunkts „Geschlechtsspezifisches Krisenverhalten im privaten Umfeld und Potenziale für eine zielgerichtete Krisenkommunikation“ adressiert das Projekt ReSiKom diese Forschungslücke systematisch. Ziel ist die Analyse krisenbezogener Informations- und Kommunikationsflüsse im kommunalen Umfeld älterer Menschen sowie die Entwicklung praxisnaher, gendersensibler Kommunikationsbausteine zur Stärkung individueller und kommunaler Resilienz.
Ziele und Innovationsgehalt
ReSiKom verfolgt drei zentrale Ziele:
(1) Empirische Erfassung geschlechtsspezifischer Krisenerfahrungen, Informationspfade, Barrieren und Kommunikationsbrüche bei alleinlebenden Personen 65+ (mit Fokus auf Frauen) in urbanen und ländlichen Settings.
(2) Analyse der Rollen kommunaler Akteur:innen (Gemeinden, Pflege- und Sozialdienste, Einsatzorganisationen, informelle Netzwerke) im kommunalen Kommunikationsökosystem.
(3) Co-Design und pilothafte Erprobung minimal-invasiver, praxistauglicher Maßnahmen zur Verbesserung der Reichweite, Verständlichkeit und Handlungsorientierung von Krisenbotschaften.
Der Innovationsgehalt liegt in der systematischen Verbindung von geschlechtsspezifischer Vulnerabilitätsanalyse, kommunaler Systemperspektive und partizipativer Maßnahmenentwicklung. Statt isolierter Informationskampagnen wird ein integriertes, skalierbares Modell entwickelt, das formelle und informelle Kommunikationsstrukturen einbezieht, „trusted messengers“ (z. B. Pflege, Soziale Arbeit, Hausärzt:innen) stärkt und analoge wie digitale Kanäle kombiniert. Die Interventionen werden so konzipiert, dass sie bestehende Routinen ergänzen, ohne zusätzliche strukturelle Belastungen zu erzeugen.
Angestrebte Ergebnisse und Erkenntnisse
Auf dieser Basis werden konkrete, implementierbare Lösungsansätze zur Schließung identifizierter Informationsbrüche entwickelt. Dazu zählen standardisierte Kommunikations- und Übergabelogiken zwischen Gemeinde, Pflege, Sozialer Arbeit und informellen Netzwerken, definierte Eskalations- und Rückmeldestrukturen sowie klar beschriebene Rollenprofile für koordinierende Funktionen auf kommunaler Ebene.
Ein zentrales Ergebnis ist ein praxiserprobtes, modular aufgebautes Implementierungsset für Gemeinden, das unmittelbar in bestehende Krisen- und Katastrophenschutzpläne integrierbar ist.
Durch die enge Einbindung kommunaler Bedarfsträger wird eine hohe Anwendungsorientierung und nachhaltige Verankerung der Ergebnisse sichergestellt. ReSiKom leistet damit einen Beitrag zur evidenzbasierten Weiterentwicklung geschlechter- und lebenslagenbezogener Krisenkommunikation und zur Stärkung der Resilienz älterer Menschen im Sinne der nationalen Sicherheitsvorsorge.
Abstract
Initial situation, problem and motivation
Acute natural events (e.g. floods), prolonged crises (e.g. pandemics) and climate-related extreme events show that older people living at home are often reached late or inadequately by official warning and information systems. Women aged 65 and over who live alone are particularly affected, as they are disproportionately affected by social isolation, health restrictions, limited mobility and low digital accessibility. Crisis communication is predominantly digital, abstract and gender-neutral. Differences in resources, support networks and access to information based on life circumstances are often not taken into account.
Against the backdrop of the KIRAS focus on ‘Gender-specific crisis behaviour in the private sphere and potential for targeted crisis communication’, the ReSiKom project systematically addresses this research gap. The aim is to analyse crisis-related information and communication flows in the local environment of older people and to develop practical, gender-sensitive communication modules to strengthen individual and community resilience.
Objectives and innovative content
ReSiKom pursues three central objectives:
(1) Empirical recording of gender-specific crisis experiences, information pathways, barriers and communication breakdowns among people aged 65+ living alone (with a focus on women) in urban and rural settings.
(2) Analysis of the roles of municipal actors (local authorities, care and social services, emergency services, informal networks) in the municipal communication ecosystem.
(3) Co-design and pilot testing of minimally invasive, practical measures to improve the reach, comprehensibility and action orientation of crisis messages.
The innovative content lies in the systematic combination of gender-specific vulnerability analysis, a municipal system perspective and participatory measure development. Instead of isolated information campaigns, an integrated, scalable model is being developed that incorporates formal and informal communication structures, strengthens ‘trusted messengers’ (e.g. nursing, social work, general practitioners) and combines analogue and digital channels. The interventions are designed to complement existing routines without creating additional structural burdens.
Desired results and findings
On this basis, concrete, implementable solutions will be developed to close identified information gaps. These include standardised communication and handover procedures between local authorities, care providers, social services and informal networks, defined escalation and feedback structures, and clearly described role profiles for coordinating functions at local authority level.
A key result is a tried-and-tested, modular implementation set for municipalities that can be directly integrated into existing crisis and disaster management plans.
The close involvement of municipal stakeholders ensures a high degree of application orientation and sustainable anchoring of the results. ReSiKom thus contributes to the evidence-based further development of gender- and life-situation-related crisis communication and to strengthening the resilience of older people in the interests of national security preparedness.
