Projektbeschreibung

Die Problemstellung in dieser 4. Ausschreibung für NANO EHS umfasst die Bewertung und Überprüfung der nachhaltigen Implementierung und Verifizierung des Safe-by-Design-(SbD)-Konzeptes in Zusammenhang mit synthetischen Nanomaterialien.
Dabei zeigen sich für die Verbreitung und zielgerichtete Anwendung dieses Konzeptes für Nanomaterialien und deren Verwendung in Nanoprodukten folgende zentrale Herausforderungen und Barrieren:
• Die Anwendung des Konzeptes zu seiner Prüfung steht noch aus.
• Es handelt sich noch nicht um ein international und offiziell validiertes und harmonisiertes Konzept, es befindet sich noch in einer Erprobungsphase.
• Eine weitere Prüfung und Verbesserung des Konzeptes ist nur möglich, wenn es angewandt wird bzw. von den möglichen Anwendern kritisch reflektiert wird.
Im Moment fehlen national wie international die Erfahrungen mit den Stakeholdern sowie deren kritisch-konstruktive Rückmeldungen zur Möglichkeit der Anwendung des Konzeptes. Weiterhin ist die Anpassung des noch sehr theoretisch-generischen Konzeptes auf nationale bzw. regionale Gegebenheiten noch nicht erfolgt. Das gegenständliche Projekt adressiert diese Notwendigkeiten und bietet somit die erforderlichen Erkenntnisse zur Verbesserung und Umsetzung des SbD-Konzeptes. Die Kombination bestehender österreichischer Netzwerke und Expertisen im Umgang mit relevanten Nano-Stakeholdern und dem internationalen Expertenumfeld des SbD-Konzeptes stellt hierbei eine Innovation dar.
Vor diesem Hintergrund umfasst das Projekt vier Arbeitspakete. Diese dienen alle dem in der Ausschreibung formulierten übergeordneten Ziel, zu erheben und zu bewerten, inwieweit das SbD-Konzept geeignet ist, die Entwicklung von sicheren Nanomaterialien und -produkten in der produzierenden Industrie zu gewährleisten.
Basierend auf einer Operationalisierung des Konzeptes werden im Austausch mit möglichen Anwendern dessen Stärken und Schwächen erhoben und analysiert. Daraus gilt es in weiterer Folge, Perspektiven für die Weiterentwicklung und Anwendung des Konzeptes, aber auch mögliche Risiken bei seiner Implementierung abzuleiten.
Aus den gewonnen Erkenntnissen werden Empfehlungen formuliert, (1) in welcher Form die öffentliche Hand ggfs. unterstützend eingreifen kann, um die Verbreitung und Akzeptanz von SbD in der Industrie zu erhöhen und (2) wie und unter welchen Voraussetzungen es gelingen könnte, das SbD-Konzept weiterzuentwickeln und welche Rahmenbedingungen, Prozesse, etc. dazu erforderlich sind.
Im Kern handelt es sich bei vorliegendem Projekt somit um eine umfangreiche SWOT Analyse des SbD-Konzeptes unter besonderer Beachtung des Gesundheits-, Umwelt- und ArbeitnehmerInnenschutzes.
Die Abwicklung des Projektes erfolgt auf Basis bewährter Methoden und Instrumente des Projektmanagements und garantiert Effektivität und Effizienz des Projektverlaufes.

Abstract

The 4th Call for NANO EHS includes the assessment and verification of the sustainable implementation of the Safe-by-Design (SbD) concept in relation to nanomaterials. The dissemination and targeted application of the concept faces the following key challenges and barriers:
• The application of the concept to its audit is still pending.
• It is not yet an internationally and officially validated and harmonized approach, it is still in a trial phase.
• Further examination and improvement of the concept is possible only if it is applied and critically reflected by the potential users.
At the moment the experience with the stakeholders as well as their critical and constructive feedback on the potential of applying the concept are still missing at international and national level. Furthermore, the adaptation of the very theoretical and generic concept to national or regional circumstances is still pending. This project addresses these needs and provides the necessary findings for the improvement and implementation of the SbD concept at national and international level. The combination of existing Austrian networks and expertise in finding and dealing with relevant Nano stakeholders with the international developer and expert environment of the SbD concept represents an innovation.
Against this background, the project comprises four work packages. All work packages are designed to reach the overall objective of the tender: to collect and assess the extent to which the SbD concept is suitable, to ensure the development of safe nanomaterials and nanoproducts in the manufacturing industry.
Based on an operationalization of the SbD concept for stakeholder consultations, the strengths and weaknesses of the concept are charged and analyzed in the exchange with potential users. From this, perspectives for the further development and application of the concept are developed, but also potential risks in a possible implementation are derived.
From the obtained findings recommendations are made, regarding (1) the form in which the public sector, if necessary, could intervene and support in order to increase the spread and acceptance of SbD in the industry and (2) how and under what conditions the further development of the SbD concept could succeed and what frameworks, processes, etc. are required.
Therefore, the project in essence performs a comprehensive SWOT analysis of the SbD concept with special attention to environment, health and safety (EHS).
The settlement of the project is based on proven methods and tools of project management, ensuring effectiveness and efficiency of the project path.
