Vorzeigeregion Produzierende Industrien OÖ

Projektbeschreibung

Oberösterreich ist das flächenmäßig viertgrößte Bundesland und trägt mit einem Anteil von 25,1% am österreichischen Gesamtexport, bei lediglich 16% Gesamtbevölkerungsanteil, wesentlich zum Erfolg des Standortes Österreich bei. Der wirtschaftliche Erfolg Österreichs ist damit eng an die Wettbewerbsfähigkeit der Region Oberösterreich gekoppelt. Insbesondere die produzierende Industrie ist Stütze der Wirtschaft aber zugleich, mit rund 43% Anteil am Endenergieverbrauch in OÖ, auch wesentlichster Energiekonsument und Treibhausgasemittent. Vor dem Hintergrund des SET-Plans, der eine nahezu vollständige Dekarbonisierung der Industrie bis 2050 fordert, ergeben sich vielfältige Herausforderungen, die nur durch die Schaffung (über)regionaler und multi-disziplinärer Innovationsstrukturen und durch systemübergreifende Bündelung von Einzelmaßnahmen unter einer gemeinsamen Gesamtstrategie gelöst werden können. Eine solche Gesamtstrategie wird im gegenständlichen Projekt entwickelt.

Das Projekt „Vorzeigeregion Produzierende Industrien OÖ“ (kurz OÖ4Industry) zielt mittelfristig darauf ab, die Region Oberösterreich unter Einsatz innovativer heimischer Energietechnologien als international sichtbarer Vorzeigestandort für eine energieeffiziente, erneuerbare Produktion zu etablieren. Die im Anschluss an das Sondierungsprojekt umzusetzenden Forschungs- und Entwicklungsprojekte werden demonstrieren, dass die produzierende Industrie durch ein effizientes Zusammenspiel von Energieerzeugung und -verbrauch, Systemmanagement und Speicherung in einem absehbaren Zeithorizont Energie nicht nur effizienter einsetzt, sondern überwiegend mit erneuerbaren Energien versorgt werden kann.

Zur Vorbereitung dieses Vorzeigeregion-Projektclusters dient das Sondierungsprojekt OÖ4Industry mit nachfolgenden Zielen:

• Entwicklung einer sektorübergreifenden Vision inklusive Aktionsplan unter Einbindung aller relevanten Stakeholder in der Region.
• Ausarbeitung von unternehmensübergreifend anwendbaren technischen Musterlösungen und Identifikation von bestehenden sowie neuen Leuchtturmprojekten in der produzierenden Industrie.
• Analyse der Machbarkeit der Leuchtturmprojekte in ökonomischer, sozialer, rechtlicher und ökologischer Sicht.
• Ableitung des übergeordneten organisatorischen und wirtschaftlichen Gesamtkonzepts und dessen strategischer Umsetzung.
• Erarbeitung des Konzeptes für das "Innovationslabor", in der Form eines „Open Living Lab“, zur Koordinierung des erarbeiteten Projektclusters und zur Realisierung der Gesamtstrategie in Phase 2.

Abstract

Upper Austria is the fourth largest province in Austria. With only 16% of Austria’s total population living in this region, it accounts for about 25.1% of Austria’s total export. Thus, the region Upper Austria is an essential success factor of the location Austria with Austria’s economic success closely linked to the competitiveness of this region. The manufacturing industry is an important pillar of the economy, but it also one of the most important energy consumer and greenhouse gas emitter accounting for about 43% of Upper Austria’s final energy consumed. To cope with the requirements of the European SET-plan which is the complete decarbonisation of the European industry by 2050, trans-regional, multi-disciplinary innovation structures and a holistic strategy focusing on bundling system-overreaching individual measures are needed.

The project “Flagship region for the Producing Industries Upper Austria“ (in short: OÖ4Industry) is aiming to establish Upper Austria as an international visible flagship region for energy-efficient, renewable production making use of innovative, Austrian energy technologies in the medium-term. The R&D projects based on the outcome of this exploratory study will demonstrate, that the manufacturing industry will not only use energy more efficiently by means of a perfect interaction of energy production, energy consumption, system management and energy storage in a foreseeable period, but can also be supplied predominately with renewable energies.

To prepare a flagship project cluster, the exploratory project OÖ4Industry is aiming at the following:
• Development of a cross-sectoral vision including an action plan involving all relevant stakeholders.
• Preparation of technical model solutions useable across companies and identification of current and new lighthouse projects in the producing industry.
• Feasibility analysis of the light house projects in economic, social, legal and ecological terms.
• Development of an overall organizational and economic concept and strategic implementation plan.
• Working out a concept for the innovation lab operated as an “open living lab” to coordinate the project clusters developed and the implementation of the overall strategy in phase 2.
