Das vorhergehende Projekt Foresight-Cockpit verfolgt das Ziel, die Etablierung eines zukunftsfähigen Managements durch die Erhöhung der Interoperabilität zwischen Ressorts, insbesondere durch die Entwicklung einer kollaborativen, softwarebasierten Entscheidungsunterstützung für ein Zukunftslagebild zu ermöglichen. Die im Foresight-Cockpit erzielten Ergebnisse konnten bereits aufzeigen, dass ein Beitrag zur Interoperabilitätssteigerung durch die Anpassung von Prozessen und Analysen an Hand eines gemeinsamen systemisch geprägten Vorgehens geleistet werden kann. Insbesondere konnte durch das Foresight-Cockpit, bei dem das Thema Migration beispielhaft auf drei Analyseebenen bearbeitet wird, ein Tool zur Unterstützung der ersten zwei Phasen des Prozesses der Zukunftsforschung – Input und Foresight – mit den Bedarfsträgern BMI, BMLVS und BKA entwickelt werden.
Gleichzeitig wurden durch die ressortübergreifende Zusammenarbeit am gemeinsamen Projekt die relevanten Lücken offensichtlich, die es nun weiterführend im Projekt Foresight-Cockpit 2.0 zu schließen gilt. Diese beziehen sich sowohl auf technische Aspekte der Informationsgewinnung und –verarbeitung, sowie auf die Erhöhung der Bereitschaft bei den AnalystInnen, das Tool tatsächlich für die tägliche Arbeit einzusetzen.
Von Seiten der AnwenderInnen wurde die Notwendigkeit der Sammlung und automatisierten Auswertung von online-Echtzeitdaten, bpsw. aus Sozialen Medien als Erweiterungsbedarf formuliert. Mit dieser Fähigkeit sollen, ein ad hoc Realitätsbezug der eigenen Analysen und eine Erweiterung des generellen Analysehorizonts künftig ermöglicht werden können.
Der Prozess der Zukunftsforschung kann, so wurde ebenfalls festgehalten, erst dann vollständig auf Interoperabilität ausgerichtet werden, wenn der dritte Schritt – die Formulierung von Handlungsoptionen – ebenfalls auf kollaborativer, ressortübergreifender Art und Weise im Realen erfolgen kann. Die Erweiterung des Systems durch diese Aspekte der Managementfähigkeiten stellt daher eine wesentliche Anforderung dar die im Projekt aus technischer und aus organisatorischer Sicht bearbeitet und gelöst werden soll. Begleitend wird an dieser Stelle auch das Thema einer geeigneten Führungskultur mit den NutzerInnen zu thematisieren sein.
Das vorliegende Projekt möchte als Unterstützung des Managements einer zukunftsfähigen Organisation hier ansetzen und diese Lücken in der Kommunikations- und Führungsfähigkeit zwischen zivilen und behördlichen Akteuren schließen.
Konkret wird das Foresight-Cockpit 2.0 durch
(1) eine vorgelagerte, intelligente und automatisierte Datenauswertung,
(2) die Ermöglichung zur Anbindung unterschiedlicher Quellen,
(3) die Erweiterung um die technische Fähigkeit zu einer Echtzeit Social Media Analyse und (4) durch die Schaffung einer strategischen Handlungsableitungsfähigkeit wesentlich weiterentwickelt und vollzieht damit den Schritt, hin zu einem ressortübergreifenden, echtzeitgestützten Lagebildmonitor, Strategie- und Foresightsystem das den sicherheitsrelevanten Akteuren in Österreich als wesentliches Medium zum Austausch und zur vertieften Kooperation dienen soll.

Abstract

The previous project “Foresight-Cockpit” aims to establish a future-oriented management by increasing the strategic interoperability between different departments in an organization. In particular, it does this by developing a collaborative, software-based decision support tool for the definition of an improved common operational picture of the future. The results obtained in “Foresight-Cockpit” already showed that interoperability can be effectively enhanced through the adaptation of processes and analysis with reference to a common systematic approach. Specifically, the previous project produced a tool that supports the first two steps of the process of future management, namely input and foresight. This tool was developed within a collaborative scheme in which our partners – the Federal Ministry for the Interior, the Ministry of National Defence and Sport, and the Federal Chancellery – analyzed the issue of migration from three different perspectives: the national, regional and international level.
At the same time, some relevant gaps which may hinder a deeper integration between departments were made evident. These relate both to technical aspects of information extraction and processing, as well as to the necessity of increasing the willingness of the analysts to actually use the tool for everyday work. Hence, in order to close these gaps, we propose the continuation of this endeavor in the project called “Foresight-Cockpit 2.0”.
The users formulated the need for an extension which allows the collection and automated analysis of online real-time data obtained from social media. With this, analysts would be enabled to immediately compare their own interpretations with the real flow of events. This information would also extend the general horizon of analysis. The project partners also held the view that the process of future management could only be made fully interoperative if the collaborative tool also included the third step of the process, i.e. the formulation and evaluation of strategic action-plans. It will be thus necessary to expand the functionalities of the Foresight-Cockpit. This poses some essential technical and organizational requirements which need to be developed in the new project. Additionally, the project will also address some leadership issues that relate to future management.
Hence, the project “Foresight-Cockpit 2.0” aims to close the mentioned technical and organizational gaps by developing new features that will enhance the functionality of the collaborative software-based tool. These would include:
1. Implementing an upstream, intelligent and automated data analysis;
2. Allowing for the connection and use of different data sources;
3. Implementing the capability for real-time social media analysis and visualization;
4. Developing a module for the collaborative formulation and evaluation of strategic action-plans.
By this, the Foresight-Cockpit would further develop to an inter-department, collaborative tool that supports the assessment and creation of common future operational pictures, as well as the development of strategic action plans, based on real-time data. This will serve, among other objectives, as means to improve communication and deepen collaboration between security-relevant agents in Austria.
