Ausgangssituation, Problematik bzw. Motivation

Der private Zinshausbestand steht unter zunehmendem Transformationsdruck: Steigende Sanierungs- und Finanzierungskosten, komplexe rechtliche Rahmenbedingungen sowie Anforderungen der Dekarbonisierung überfordern viele Eigentümer:innen. Häufig führt dies zum Ausbleiben von Sanierungen oder zum Verkauf an renditeorientierte Investor:innen, wodurch leistbarer Wohnraum mitunter verloren geht. Gleichzeitig besteht eine wachsende Nachfrage nach gemeinschaftlichen Wohnformen, während geeignete Zugänge zum Altbaubestand sowie strukturierte Modelle für deren Umsetzung fehlen. Es besteht somit eine doppelte Marktineffizienz: Eigentümer:innen fehlt es an umsetzbaren Alternativen zur Verwertung ihrer Gebäude, während Baugruppen kaum Zugang zu geeigneten Objekten im Bestand haben.

Ziele und Innovationsgehalt

Ziel des Projekts „ZxB Netzwerk“ ist die Entwicklung einer praxistauglichen und skalierbaren Dienstleistung für kooperative Zinshaussanierungen, das Eigentümer:innen und Baugruppen systematisch zusammenführt und Sanierungsprozesse organisatorisch, wirtschaftlich und technisch unterstützt. Kooperative Sanierungen werden niederschwellig und umsetzbar gestaltet, um sie insbesondere für ressourcenschwache Eigentümer:innen real zugänglich zu machen. Der Innovationsgehalt liegt in der Integration dreier Ebenen zu einer Systeminnovation:
- der Entwicklung der Dienstleistung einer „kooperativen Sanierungsbauträgerin“, die als neutrale Prozess- und Koordinationsinstanz komplexe Sanierungsprojekte strukturiert und niederschwellig zugänglich macht,
- dem Aufbau einer digitalen Marktinfrastruktur, die die Identifikation geeigneter Gebäude, das Matching relevanter Akteur:innen sowie die transparente Aufbereitung von Entscheidungsgrundlagen ermöglicht, und
- der Entwicklung standardisierter Kooperations-, Finanzierungs- und Prozessmodelle für die Umsetzung im Gebäudebestand.

Durch die Bündelung komplementärer Kompetenzen mehrerer KMU entsteht ein Innovationsnetzwerk, das diese neue Dienstleistung im Bereich der Bestandsentwicklung ermöglicht und bestehende Marktbarrieren systematisch adressiert.

Angestrebte Ergebnisse bzw. Erkenntnisse

Im Projekt werden ein übertragbares Dienstleistungsmodell für kooperative Sanierungen, eine funktionsfähige digitale Marktinfrastruktur sowie standardisierte Prozesse, Vertrags- und Finanzierungsmodelle entwickelt. Diese werden in konkreten Zinshausprojekten prototypisch angewendet und iterativ weiterentwickelt, um Praxistauglichkeit, Akzeptanz und wirtschaftliche Tragfähigkeit sicherzustellen. Ergänzend entstehen ein strukturiertes Netzwerk zur Marktaufbereitung, validierte Geschäftsmodelle für die beteiligten KMUs sowie Kooperationsstandards zur Qualitätssicherung. Die gewonnenen Erkenntnisse schaffen die Grundlage für eine breite Anwendung kooperativer Sanierungen. Damit leistet das ZxB Netzwerk einen Beitrag zur klimafreundlichen, sozial verträglichen und wirtschaftlich tragfähigen Transformation des urbanen Gebäudebestands.

Abstract

Initial situation, problem and motivation

The privately owned apartment building stock (“Zinshäuser”) is under increasing pressure to transform: Rising renovation and financing costs, complex legal frameworks, and decarbonisation requirements are overwhelming many owners. This often leads to postponed renovations or the sale of properties to profit-oriented investors, potentially resulting in the loss of affordable housing. At the same time, there is growing demand for collaborative housing models, while access to existing buildings remains limited and structured implementation models. This results in a dual market inefficiency: property owners lack viable alternatives for the development of their buildings, while co-housing groups have very limited access to suitable properties within the existing stock.

Objectives and degree of innovation

The “ZxB Network” project aims to develop a practical and scalable service for cooperative renovation of apartment buildings, systematically bringing together property owners and co-housing groups while supporting renovation processes on organisational, economic, and technical levels. Collaborative renovations are designed to be low-threshold and implementable, making them accessible in particular to resource-constrained owners.

The project’s innovation lies in integrating three levels into a systemic innovation:
- the development of a “collaborative renovation developer” service acting as a neutral coordination and process management entity, structuring complex renovation projects and making them accessible,
- the establishment of a digital market infrastructure enabling the identification of suitable buildings, the matching of relevant stakeholders, and the transparent preparation of decision-making, and
- the development of standardised collaboration, financing, and process models for implementation in the existing building stock.

By combining complementary competencies of several SMEs, the project establishes an innovation network that enables these new services in the field of building stock development while systematically addressing existing market barriers.

Expected results and insights

The ZxB network will deliver a transferable service model for collaborative renovations, a digital market infrastructure, and standardised processes as well as contractual and financing models. These will be prototypically applied and iteratively refined in real apartment building projects to ensure practical feasibility, user acceptance, and economic viability.

In addition, a structured network for market development, validated business models for participating SMEs, and cooperation standards for quality assurance will be established. The insights gained will form the basis for the broad application of collaborative renovation approaches, contributing to the climate-friendly, socially inclusive, and economically sustainable transformation of the urban building stock.
